More than 6 years have passed, but fisherman Tran Van Thanh in Tien Trang commune still cannot forget the "fateful day" when his boat leaked water and gradually sank in the Gulf of Tonkin. At the moment when the lives of the 7 crew members were only counted in minutes, Thanh immediately contacted comrade Doan Van Hieu, then the Commander of the Military Command of Quang Nham commune (old). Upon receiving the distress report, comrade Hieu immediately determined the coordinates, mobilized the maritime militia force that was fishing near the accident area, and moved to the scene. Only about 30 minutes later, all 7 crew members were rescued; the sunken boat was also supported to be salvaged and towed safely to shore. "Without comrade Hieu's decisiveness and timely mobilization of forces, we would not have been able to return," Thanh emotionally recalled.

Comrade Doan Van Hieu received a certificate of merit from the Military Region 4 Command in the Emulation Movement for Victory in the period 2019-2024.

Most recently, during storm No. 10, the sea was rough, big waves combined with high tides threatened the entire population in the coastal area of ​​Tan village, Tien Trang commune. The night was dark, the rain poured down heavily, the sea level rose so quickly that the family of Ms. Tran Thi Hang (who had just given birth more than 20 days ago, her husband was away at sea) could not evacuate in time. Upon receiving the news, Comrade Hieu immediately commanded the forces, equipped with flashlights, life jackets, and braved the rain and wind to approach the house that was at risk of being isolated. Amidst the roaring waves and strong winds, he and the militia carried the baby, helped Ms. Hang out of the flooded area, and brought her to a safe shelter. For the young mother, it was not only a rescue but also an unforgettable favor. “Our family is truly grateful to the militia and Commander Doan Van Hieu personally. If it weren’t for your responsible help that night, I don’t know what would have happened to my daughter’s family,” Mr. Tran Van Duong, Hang’s father, emotionally shared.

Two stories - one at sea, one in a storm - have fully portrayed the image of a party member close to the people, devoted to the people. Former Chairman of the People's Committee of Quang Nham commune, comrade Ngo Trung Tuyen, who has been in the Party for nearly 55 years this year, commented: "Since I was the commune chairman, comrade Hieu has shown himself to be decisive, daring to do, daring to take responsibility, saying what he did, always putting the common interests of the locality above all else."

From a naval soldier discharged in 2008, trained thoroughly at the Army Officer School I, in 2013, comrade Doan Van Hieu was trusted and appointed as Commander of the Military Command of Quang Nham commune (now merged into Tien Trang commune). For nearly 15 years, Mr. Hieu has left many profound marks in the local military and defense work.

Creativity in training, many innovative teaching model initiatives

As a member of the Party Committee Standing Committee, comrade Doan Van Hieu always proactively advised on the construction of a complete system of plans, from security combat plans, training, political education to civil defense plans... The documents and plans are all practical, easy to implement, and suitable for the characteristics of coastal communes.

In performing regular tasks, comrade Doan Van Hieu always closely follows the local reality, together with the Commune Military Command, strictly maintains the training regime and discipline, and is ready for combat. Before entering training, he always proactively prepares full lesson plans, lectures, training grounds, training grounds, and teaching model tools. During the training process, he regularly studies documents, draws experience, chooses optimal methods, ensures that officers and soldiers can easily listen, understand, and absorb, and practically improves the quality of training. From maritime militia training to training and drills for mobile militia forces, under the direction, management, and coordination of comrade Hieu, they are all evaluated by superiors as having excellently completed their tasks. Comrade Hieu and the Commune Military Command were awarded a certificate of merit by the Military Region 4 Command in the 2022 defense zone exercise; Thanh Hoa province was awarded a certificate of merit in the 2025 storm, flood, and search and rescue exercise.

In particular, in the work of selecting and calling citizens to join the army, he always adheres to the quota, implementing the correct public, democratic, fair and legal process. The military recruitment work in 2026 - the first year of operating the two-level local government model, the military recruitment quota is 4 times higher than in previous years, the commune military staff is thin, the area is large, Mr. Hieu has proactively assigned and assigned tasks, made the most of the time, directly worked with the locality to organize, grasp, screen, go to every alley, check each case, advise the commune military service council to organize tightly, unify the stages and steps in the process of selecting and calling citizens to join the army.

In addition, Commander Doan Van Hieu also advised the locality to organize many activities such as: Exchanges, discussions, meetings between young people who have just completed military service and young people of military age; organizing activities and policies for the Army's rear, coordinating with vocational schools in the area to provide career guidance for young people after completing military service and returning to the locality; coordinating with organizations to screen and select outstanding young people to introduce to the Party sympathy class and organize the admission of truly outstanding and exemplary young people into the Communist Party of Vietnam... Thanks to the dedication in screening, propagating and mobilizing young people, Tien Trang commune has achieved 100% of its targets for many consecutive years, with no cases of rejection; the commune always has from 50 to 60% of young people writing applications to volunteer for military service; 20 to 30% of young people are Party members who join the army.

Comrade Hieu is one of the few commune commanders with many highly applicable initiatives, practically serving the training of maritime militia. At the annual competition of innovations for teaching model of Thanh Hoa province's armed forces, Comrade Hieu always has initiatives to participate. Typically: The initiative "Smoke box" won second prize in 2019, recently, the initiative "Smoke grenade" won third prize in 2024. These initiatives help simulate realistic tactics, save costs, and are suitable for the training conditions of local militia forces. After the merger, Tien Trang commune has more than 41,000 people, a large area, the Commune Military Command has not been fully strengthened compared to the staffing, Mr. Hieu has proactively assigned tasks, regularly grasped the area, organized and deployed tasks in a scientific, creative and flexible manner to complete the assigned tasks well. For nearly 15 years of work, the positive contributions of comrade Doan Van Hieu have significantly contributed to the Tien Trang Commune Military Command's excellent completion of its tasks for many years, being one of the leading units in the Emulation Movement for Victory of Military Region 4. For 3 consecutive years, he was assessed to have excellently completed his tasks and achieved the title of Emulation Fighter at the grassroots level; and was awarded a certificate of merit by Military Region 4, Thanh Hoa province for his outstanding achievements in the Emulation Movement for Victory of the Military Region's Armed Forces for the period 2019-2024.
