On December 25, the Government approved the Son La Provincial Planning for the period 2021 - 2030, with a vision to 2050, with the planning scope covering the entire territory of Son La province with 12 district-level administrative units: Son La City and 11 districts of Van Ho, Moc Chau, Yen Chau, Mai Son, Muong La, Thuan Chau, Quynh Nhai, Song Ma, Sop Cop, Phu Yen and Bac Yen. With the perspective of developing Son La province for the period 2021-2030, with a vision to 2050, it must ensure consistency, consistency and synchronization with the goals and orientations of national and regional planning and the direction of socio -economic development and ensuring national defense and security in the midland and mountainous areas of the North. 
By 2030, Son La province strives to become a province with fast, comprehensive, sustainable and equitable development.
Develop the economy in a multi-sector, multi-field, comprehensive, fast and sustainable direction; strongly shift the economic structure associated with growth model innovation with energy industry, mining, processing, manufacturing as the foundation, high-tech, large-scale, high value-added agricultural sectors and tourism as the breakthrough spearheads. Develop a civilized and friendly society on the basis of ensuring social infrastructure targets and structures; in which, rearrange the urban system and rural residential areas on the basis of prioritizing the development of large urban areas with great attraction, many jobs and social services, associated with specialized economic zones and points, creating a strong pulling force, in order to accelerate the speed and level of urbanization, industrialization and modernization of urban areas; arrange and preserve the system of rural residential areas in the direction of new rural areas and promote ethnic identity; preserve the cultural heritage of ethnic minority areas associated with hunger eradication and poverty reduction. Organizing strategic space for socio-economic activities associated with established important development orientations, at the same time proposing new factors on the basis of comprehensive socio-economic development in close relationship with surrounding regions in the division of cooperation for mutual benefit. In which, it is necessary to clarify the connection with the socio-economic development of functional regions with the economic corridors of the province and regions to promote intra-regional and regional linkages; create breakthroughs in promoting the potentials, strengths, comparative advantages, competitive advantages of each locality of the province, linking with the midland and mountainous regions of the North; focus on investing in urban development and management in the direction of green, smart, saving energy resources and clear identity ... to ensure the principles: Close correspondence, territorial balance, combining specialized sectors according to territory, having concentration and dispersion, suitable for the environment and national defense and security to ensure stable and sustainable development.
Socio-economic development, infrastructure associated with environmental protection, natural resource management, sustainable exploitation and use of resources, maintaining ecological balance; proactively responding to climate change towards a green, circular and environmentally friendly economy. Comprehensive exploitation and use of water resources, saving and efficiency, harmoniously combining benefits and ensuring fairness and rationality; suitable to water resources capacity, respecting natural laws with actual conditions, not causing degradation or depletion of water resources. Linking socio-economic development with building a strong political system, strengthening national defense, security, political stability, social order and safety; strengthening friendly relations, improving the effectiveness of foreign affairs activities. Strengthening cooperation and development links with provinces, cities, regions in the country, the region and internationally. Strive by 2030, Son La province will become a province with fast, comprehensive, sustainable and equitable development. Strive to make the province one of the fairly developed provinces in the Northern midland and mountainous region, the center of the Northwest sub-region; the key tourist center of the Vietnam - Laos border region and the Northern midland and mountainous region; the agricultural product processing center of the Northern midland and mountainous region. Conveniently connect with major socio-economic centers of the region, the whole country, international areas in the Mekong sub-region, neighboring countries and ASEAN. Strengthen national defense, security and foreign affairs; protect independence, sovereignty, unity and territorial integrity; maintain a peaceful and stable environment, contributing to the development of the region and the country. Develop Son La to continue to become a multi-sector and multi-field province, including: Industry, services, agriculture, urban and rural areas. In which, high-tech agriculture; eco-tourism, culture, history; smart urban areas and new rural areas with rich identities are the focus; Green industry and large-scale urban systems are the top concerns. Developing a synchronous infrastructure system; having a close development relationship with neighboring provinces in the region and the whole country; sustainable in terms of ecological environment, effectively responding to climate change. Specifically, by 2030 in terms of economy: the average growth rate for the entire period 2021-2030 will reach over 8%. Economic structure for the period 2021-2025: Agriculture, forestry and fishery sector is about 20-21%, industry - construction is about 30-31% and services are about 40-41%. Economic structure for the period 2026-2030: Agriculture, forestry and fishery sector is about 17-18%, industry - construction is about 32-33% and services are about 43-44%. Average GRDP per capita by 2025 will reach over 60 million VND/person, by 2030 will reach about 100-120 million VND/person. State budget revenue in the area by 2025 will reach over 6,250 billion VND and by 2030 will reach over 8,000 billion VND. Total social investment capital in the period of 2021-2025 will reach over 120,000 billion VND and in the period of 2026-2030 will reach over 150,000 billion VND. Digital economy by 2025 will reach about 10-15% of GRDP and by 2030 will reach 20-30% of GRDP. The urbanization rate in the whole province by 2025 will reach about 20.6% and by 2030 will reach about 25.8%. In terms of culture and society, the human development index (HDI) reached 0.7. The average life expectancy of people was over 75 years old, of which the healthy life span was over 68 years. At least 80.8% of communes met the new rural standards; Son La city continued to complete the task of building new rural areas, with at least 3 district-level units meeting the new rural standards by 2030. The rate of trained workers by 2025 reached over 60%, by 2030 reached over 70%. The rate of workers with degrees and certificates by 2025 reached about 30%, by 2030 reached over 40%. The rate of schools meeting national standards by 2025: Preschool reached 70%, primary school reached 72%, middle school reached 76%, high school reached 88%; By 2030: Preschool education will reach 80%, primary education will reach 82%, secondary education will reach 86%, and high school education will reach 98%. The number of doctors per 10,000 people will reach 9 by 2025 and 9.5 by 2030; The number of hospital beds per 10,000 people will reach 31 by 2025 and 32 by 2030. The rate of communes, wards, towns, villages, sub-regions, and residential groups with cultural houses will reach 100% by 2025; by 2030, the rate of cultural houses meeting the prescribed standards will reach about 60%. Construction of cultural and sports facilities meeting national and international standards in districts, towns, and cities developing tourism to ensure meeting the conditions for organizing international cultural, sports, and tourism events.
