Kinhteodothi - On the afternoon of February 10, at the 42nd session, the National Assembly Standing Committee gave opinions on the Supplementary Project on socio -economic development in 2025 with a growth target of 8% or more.
Presenting the Government 's Proposal, Minister of Planning and Investment Nguyen Chi Dung said that the country's GDP growth in 2025 needs to reach 8% or more, contributing to creating a solid foundation to achieve double-digit growth rates for a long enough period of time (starting from 2026).
The Government submits to the National Assembly for consideration and comments on the adjustment of a number of key targets: (1) Gross domestic product (GDP) growth rate of 8% or higher. (2) Average consumer price index (CPI) growth rate of about 4.5-5%. (3) If necessary, allow the adjustment of the state budget deficit to about 4-4.5% of GDP to mobilize resources for development investment; public debt, government debt, and foreign debt may reach or exceed the warning threshold of about 5% of GDP.
Regarding the conditions for implementing the growth scenario of 8% or more by 2025, the Government emphasized new thinking, new ways of doing things, breakthroughs in institutions and solutions; thorough decentralization and delegation of power. Completing the work of streamlining the organizational apparatus to be lean, effective and efficient, so as not to affect the people and production and business activities of enterprises in the short term.
At the same time, promote the leading role of growth of dynamic regions, economic corridors and growth poles. In particular, the GRDP growth of localities in 2025 will be at least 8-10%, especially Hanoi, Ho Chi Minh City, potential localities, large cities as locomotives, growth poles need to strive for a growth rate higher than the national average.
Reviewing this content, Chairman of the National Assembly Vu Hong Thanh said that the Economic Committee basically agreed with the targets, requirements, and economic growth scenarios for 2025 in the Government's submission and report. Submitting to the National Assembly to adjust the economic growth target shows the Government's determination and efforts in successfully implementing the socio-economic development goals for the 2021-2025 period, contributing to consolidating and creating a solid foundation to achieve double-digit growth over a long enough period, bringing our country into an era of prosperous development.
Along with that, the appraisal agency also noted that the production and business situation in early 2025 has not improved much, so it is recommended that the Government focus on analyzing and evaluating the implementation conditions to ensure the feasibility of the project, especially focusing on solutions to ensure national financial security and public debt safety.
According to the Economic Committee's review, in order to successfully achieve the GDP growth target of 8% or more in 2025, the Government is requested to resolutely and effectively implement the main tasks and solutions according to Conclusion No. 123-KL/TW of the Party Central Committee, Resolution No. 158/2024/QH15 of the National Assembly and, depending on the actual situation, have appropriate management solutions to promote economic growth and macroeconomic stability.
The National Assembly's Economic Committee also emphasized a number of tasks and solutions such as continuing to strengthen endogenous capacity, promoting rapid and sustainable economic growth; maintaining macroeconomic stability, considering this a fundamental goal in the context of many fluctuations in the world situation, to create a solid foundation for growth and sustainable development in the coming period. At the same time, creating a favorable environment for investment, production, and business, especially in terms of investment processes and procedures, planning and land access; promoting digital transformation in a strong, substantive, and more widespread manner...
After discussion, the National Assembly Standing Committee agreed to submit the Government's proposal to the National Assembly for consideration and decision at the 9th Extraordinary Session, scheduled to open on February 12.
