More than 1,100 people have returned to their homes and stabilized their lives.
To proactively respond to rain, floods, and rising water levels of the Red River, the Chairman of the District People's Committee has directed the People's Committees of the two wards along the dike, Bach Dang and Thanh Luong, to focus on reviewing and assessing the level of danger, and resolutely mobilize and immediately evacuate households living close to the banks of the Red River (close to the water's edge) to safe areas. On the evening of September 10, the People's Committees of the two wards organized propaganda, mobilization, and support for people to evacuate from dangerous areas (at risk of landslides); by the evening of September 11, a total of 255 households in the district had been evacuated from dangerous areas, with 1,115 people (1,098 people who evacuated themselves to find accommodation and 17 people whose accommodation was arranged by the Ward People's Committee).
On the morning of September 13, under the direction of the Hai Ba Trung District Steering Committee for Natural Disaster Prevention and Search and Rescue, the People's Committees of the wards quickly coordinated with the district's functional forces to assess the current status of construction works and houses in the Red River bank area, and from there, this afternoon, they quickly organized support for people to return to their old residences to stabilize their lives.
Speaking to Kinh te & Do thi reporters, Chairman of Bach Dang Ward People's Committee Nguyen Hoanh Dung said that there are a total of 250 households living on the banks of the Red River in the ward, with about 1,100 people. Of these, about 70 households located close to the water's edge in 4 residential groups are at risk of landslides.
In just a short time from 7:00 p.m. on September 10 to 1:00 a.m. on September 11, the Ward People's Committee urgently mobilized the evacuation of all 70 households and 33 other households in the embankment area to a safe place. By 6:00 p.m. on September 11, the Ward People's Committee mobilized the evacuation of all 250 households living on the embankment to a safe place. Of those 1,100 people, the majority had evacuated themselves to their own homes and relatives' homes in a safe place; the Ward People's Committee supported the evacuation of 17 people and arranged accommodation at Luong Yen Primary School.

“As soon as the water level of the Red River dropped below the warning level, after checking to ensure safety, by 6:00 p.m. on September 13, the Ward People's Committee had basically completed supporting 100% of the relocated households to return to their homes to stabilize their lives. Some of the houses had large layers of silt left by the river water, so they had to continue to clean up, but most of the households had returned to normal life. To create the best conditions for people to return to their homes, today, the Ward authorities have carried out a series of tasks such as: assessing the safety level of housing projects, supporting environmental sanitation, disinfecting to prevent epidemics, checking electrical safety, controlling water sources, supporting households in moving and arranging furniture, cleaning silt out of their houses... By tonight, all activities of the people have returned to their old lives" - Mr. Nguyen Hoanh Dung shared.
With 896 households and 3,122 people living in the area outside the dike, Thanh Luong Ward People's Committee has also quickly deployed information and propaganda to mobilize households at risk of flood impacts to prepare plans to evacuate to the Ward Cultural Houses when necessary and require people to sign a commitment to implement when there is an Order from the District People's Committee. From 7:00 p.m. on September 10, the Ward People's Committee mobilized 5 households with 15 people to evacuate from the dangerous area (all of them evacuate to their own homes and relatives' homes in safe areas).
At the same time, in the area close to the Red River in Thanh Luong ward, there are 11 cargo transfer stations, 1 oil tank warehouse, and 1 gas station. The ward People's Committee mobilized and requested people to sign a commitment to move to a safe place; on September 11, forces were organized to request the oil tank warehouse and gas station to move all the oil out of the area to a safe place. Of which, the gas station temporarily stopped operating and moved 11,000 liters of diesel oil, 13,000 liters of gasoline; the oil tank warehouse moved 1,000 barrels of oil (200,000 liters of oil).
“On the afternoon of September 13, the ward had 2 households living on the banks of the Red River who had to be evacuated from dangerous areas and returned to their old houses and stabilized their lives; the remaining 3 households, due to their unstable houses, will continue to monitor the river water level. On September 14, when safety is ensured, we will let them return home,” informed Chairman of Thanh Luong Ward People's Committee Nguyen Van Khang.
Basic repair of damage caused by storm No. 3
According to Chairman of Hai Ba Trung District People's Committee Nguyen Quang Trung, in recent days, in response to and overcoming the consequences of storm No. 3 and the rising water level of the Red River, departments, agencies, organizations, and People's Committees of 18 wards in the district have proactively and seriously implemented the direction of the District's Steering Committee for Disaster Prevention and Search and Rescue, effectively deployed disaster prevention and search and rescue work, and were ready according to the "4 on-site" motto, organizing 100% of the staff to be on duty 24/7 as prescribed. The entire district has proactively deployed approved plans and strategies to promptly respond to incidents caused by storm No. 3, and is ready to respond when there is rain, flood, and the Red River rises.
By 3:00 p.m. on September 13, the district had basically overcome the damage caused by storm No. 3, ensuring the safety of people and property of the State and the People, ensuring environmental sanitation, security, order, social safety, and smooth traffic in the area. The water level of the Red River had dropped to 9.45, below the warning level, and the flooded area in Bach Dang ward had been drained.
Along with strengthening inspection and urging environmental sanitation work and cleaning up trees in the area caused by storm No. 3, district leaders also paid attention to implementing many activities to visit, give gifts, and promptly encourage the forces working to overcome the consequences of storm No. 3 in the area.
Typically, on September 12, the district leaders came to encourage the environmental workers of Urenco Company - Branch 3; presented the District PCTT&TKCN Command Board with 100 banh chung, 10 boxes of Lavie water, 10 boxes of instant noodles. On September 13, the district leaders continued to encourage the staff and workers of Hanoi Green Parks Company Limited and Thong Nhat Parks Company Limited, with many banh chung, instant noodles, drinks, rice cakes, etc.
