Combating tax evasion in the durian business and trade.

Dak Lak is entering the durian harvesting season. Buying and selling activities for this product are booming. The tax authorities have implemented various measures to strictly manage and prevent tax evasion, creating a transparent environment and ensuring compliance with regulations in tax declaration and payment for durian.

To date, the province has 39,544 hectares of durian, of which the harvested area is approximately 26,600 hectares (an increase of 4,000 hectares compared to 2024), with an expected production of about 392,000 tons (an increase of 30,000 tons compared to 2024).

Tax officials from six localities in Dak Lak province conduct an on-site inspection at a durian business.

Prior to the 2025 durian season, the Dak Lak Provincial Tax Department directed its specialized departments and local tax offices to intensify the dissemination and promotion of the Value Added Tax Law, which came into effect on July 1, 2025. This law stipulates that agricultural products (including durian) that have not been processed into other products or have only undergone basic processing and are sold commercially, which were previously exempt from VAT declaration and payment, will now be subject to a 5% VAT rate.

Conduct thorough reviews and inspections to gather complete information related to the business activities of households, individuals, and enterprises, such as: scale, warehouse and storage area, workforce, assets, vehicles, and tools used in business operations; investigate and determine the revenue and tax payable of each household and enterprise, ensuring accuracy with actual business operations. Organize direct meetings to guide and promptly address difficulties and obstacles, creating favorable conditions for taxpayers to register, declare, and pay taxes according to regulations, ensuring that 100% of organizations and individuals generating revenue and income from business activities are subject to tax management.

In addition, units are strengthening propaganda and guidance for organizations and businesses, requiring them to issue invoices in accordance with regulations when selling or transporting goods outside the area, accurately reflecting the quantity and selling price. When purchasing agricultural and aquatic products from farmers who directly raise, cultivate, or harvest them, they must prepare a list according to the prescribed form; when purchasing from businesses or other business households, they must have invoices in accordance with regulations. At the same time, they will strictly inspect and handle according to regulations those who intentionally create lists of purchases directly from farmers to legitimize goods purchased from businesses and other business households, causing revenue losses for the state budget.

According to the tax authorities, during the durian season, many traders from within and outside the province flock to key durian-growing communes and wards to purchase the product. Many organizations and individuals engaged in production and business activities fail to declare and pay taxes, or declare incorrectly. Businesses purchasing goods do not create invoices, and those selling goods do not issue invoices, causing difficulties in tax management and collection in this sector.

In addition, communes and wards that produce durian have established inter-agency inspection teams, including police, market management, and tax authorities, to coordinate and strengthen the inspection of invoices and documents of organizations and individuals transporting agricultural products, including durian, in the distribution chain. If violations are found, they will be handled in accordance with the law.

Mr. Nguyen Xuan Hai, Head of Tax Office No. 6, said that the unit manages taxes in 17 communes, including key durian-growing areas such as Krong Pac, Ea Knuec, Tan Tien, and Ea Phe.

The unit has established a durian business management team, coordinating with communes to review households engaged in this business and include them in the tax register; advising the commune People's Committee to direct departments, villages, and hamlets to coordinate in disseminating information through various means so that people and taxpayers involved in buying and selling durian are aware of tax regulations, thereby complying with tax declaration and payment requirements.

Similarly, Tax Department 4 also manages taxes in areas with many communes and wards that have durian production activities, such as Buon Ho, Cu Bao, Krong Nang, etc.

The unit has reviewed organizations and individuals involved in the buying and selling of durian; organized direct meetings to guide and promptly address difficulties and obstacles, creating favorable conditions for taxpayers to register, declare, and pay taxes according to regulations, ensuring that all organizations and individuals generating revenue and income from business activities are subject to tax management; closely managed the buying and selling activities of business households in the area, periodically recording the quantity of goods purchased, inventory, selling prices, etc.
