Main task of protecting security and safety of the mining area

Born from the revolutionary struggle of the working class and the people of the mining region, the Quang Ninh Public Security force has fought, built, and matured, accompanying the province's development and achieving many accomplishments in the cause of protecting national security. For the past 79 years, continuing and promoting the glorious tradition of the People's Public Security force in general, the Quang Ninh Public Security force has always proactively grasped the situation, concentrated forces and measures to prevent and combat all types of crime; effectively performed its function of state management of security and order in the area; and promptly directed the resolution of key and pressing issues.

Maintain a proactive security stance.

With the motto "Proactive Security," the Quang Ninh Provincial Police have consistently excelled in gathering, forecasting, analyzing, identifying, and accurately assessing the situation. The police force has leveraged the leadership and guidance of Party committees and authorities at all levels, as well as the coordination and support of various agencies, departments, political and social organizations, and armed forces in ensuring security and order and building the People's Police force. Simultaneously, they have improved the quality and effectiveness of operational measures in the fight to protect national security, prevent crime, and manage state affairs related to security and order.

In Cam Pha City, there are currently nearly 100,000 workers, over 260 foreigners (from 26 countries and territories), and many ethnic minorities, mainly people from the Northwest and Northeast provinces who come to work and live there. Recently, several private groups have appeared on social media that specialize in posting controversial content, with members mainly being mine workers, sharing about their lives, regimes, policies, salaries, bonuses, discipline, and grievances during their work... These pose complex potential risks to worker security and also provide opportunities for hostile forces to exploit, distort, and undermine the system if not identified and prevented in a timely manner.

To proactively prevent and handle complex incidents related to worker security from afar and at an early stage, the People's Security Team of the Cam Pha City Police Department advised the city's police leadership to direct professional teams and police in wards and communes to strengthen monitoring of the situation on the internet, promptly advise leaders at all levels, and coordinate with functional departments to handle related issues, ensuring that no complex security and order incidents related to workers arise. At the same time, they organized legal awareness sessions to promptly understand and address workers' concerns and aspirations regarding wages, working conditions, etc. As a result, the security and order situation in the city has always been maintained, with no incidents of worker strikes, work stoppages, public disorder, or the formation of illegal groups or religious activities.

Maintaining a proactive stance and preventing potential threats to public security and order early and from afar has been a common task effectively implemented by the provincial security and police forces since their establishment. Security and police officers in various units and localities have done a good job of gathering intelligence; regularly organizing propaganda and dissemination of laws, and informing the public about the schemes and activities of hostile forces in all forms. At the same time, they always stay close to the people, understanding their thoughts and aspirations, and promptly advising local Party committees and authorities on resolving emerging issues, preventing malicious elements from exploiting them; thus consolidating a strong people's security posture.

The provincial security forces have always proactively implemented operational plans and measures to ensure the security and safety of all important political and social events taking place in the area; combating and thwarting all conspiracies and subversive intentions of hostile and reactionary forces, maintaining national security, contributing to maintaining political and social stability, and creating a favorable environment for socio-economic development. Efforts to ensure economic security, internal political security, information and communication security, cybersecurity, and social security have been strengthened. As a result, Quang Ninh has not experienced any security hotspots; political and cultural events, key targets, and important projects of the province have been absolutely protected.

Throughout its development, combat, and growth, the Provincial Police have focused on creatively applying the Party's guiding principles and ideology, innovating methods of crime prevention and control, and effectively combating new and non-traditional crimes.

In the late 1990s, Quang Ninh was a very complex area regarding drug-related crimes, causing severe consequences and tearing many families apart. The fight against drug crime during this period focused on addressing the situation of drug addicts and the direct impact of drug abuse on young people. Entering the early years of the 21st century, the drug situation shifted in a more dangerous direction. Besides drug users, Quang Ninh also became a transit point for drugs in both directions. During this period, the provincial police investigated and dismantled many transnational drug trafficking rings, notably cases 408P and 006N. These two cases were exemplary nationwide in terms of seizing large quantities of drugs and arresting and pursuing a large number of suspects. Today, Quang Ninh is only an area for small-scale drug consumption and trafficking. Currently, 34 communes are drug-free, and 4 districts are drug-free (Binh Lieu, Ba Che, Co To, and Dam Ha). According to the plan, by 2025, Quang Ninh aims to complete 105 "drug-free communes, wards, and towns," and maintain the status of 4 "drug-free districts."

Lieutenant Colonel Vu Truong Thi, Head of the Serious Crimes Team (Criminal Police Department, Provincial Police), stated: "In recent years, the rate of criminal offenses in the province has decreased compared to previous years, especially serious crimes; there are no longer any crime hotspots or gangs operating. This shift in crime is due to the decisive actions of functional forces, especially the police, right from the prevention work and timely identification of suspects. The unit has sent detectives to the area to identify suspects. In recent years, Quang Ninh Police have achieved a 100% rate of investigating serious crimes and apprehending perpetrators, with no outstanding serious crime cases in the province. This is also a way to deter crime."

The provincial police force focuses on political education, enhancing the role, responsibility, and work style; combating and preventing manifestations of ideological and political degradation, moral decay, and lifestyle deviations, as well as "self-evolution" and "self-transformation"; and promoting campaigns and emulation movements through various practical and creative forms, appropriate to the province's actual situation. At the same time, it prioritizes building a force that is professional, elite, and modern, concentrating on key forces and allocating resources to some forces to advance directly to modernization by 2025, in accordance with Resolution No. 12-NQ/TW (dated March 16, 2022) of the Politburo. This is also a solution to implement the Resolution of the 13th National Congress of the Party and the Resolution of the 15th Congress of the Provincial Party Committee, effectively serving the socio-economic development of the locality. Contributing to the achievement of the goal of making Quang Ninh a model province of the whole country in all aspects by 2030, a prosperous, beautiful, civilized, and modern province.
