Tan Tien shop owner conjured up used motorbikes to cheat 387 customers out of nearly 15 billion VND

Regarding the case at the Tan Tien motorbike store chain, last June, Ho Chi Minh City Police prosecuted and detained another suspect.

The Ho Chi Minh City Police Investigation Agency has concluded the investigation (for the third time) and proposed to prosecute Bui Van Tan (42 years old, owner of the Tan Tien motorbike shop chain) for the crimes of "fraudulent appropriation of property" and "buying and selling documents of agencies and organizations".

In connection with the case, the defendants: Nguyen Ngoc Thuy, Vo Dinh Thang, Nguyen Trung Thong, Tran Van Sau, Ha Xuan Phuc, Nguyen Huu Oai, Nguyen Huu Nhu, Le Van Toi, Tran Thi Nhu Thuy, and Nguyen Thuy Tien were proposed to be prosecuted for the crime of "fraudulent appropriation of property".

The defendants Nguyen Dinh Sung, Nguyen Sy Toan and Nguyen Thi Kieu Oanh were proposed to be prosecuted for the crime of "buying and selling documents of agencies and organizations".

From 2018 to December 2023, Mr. Tan established four motorbike shops including: Tan Tien motorbike shop (in Vinh Loc B commune, Binh Chanh district - now Tan Vinh Loc commune), Tan Tien 2 motorbike shop (Ba Diem commune, Ho Chi Minh City), Thao Van motorbike company Ltd. (Tan Thoi Nhat ward, district 12 - now Dong Hung Thuan ward) and Lam Toi motorbike trading company Ltd. (Thuan An city, Binh Duong province - now Thuan Giao ward, Ho Chi Minh City).

At the end of 2021, defendant Tan noticed that the market had many used motorbikes without papers and of unknown origin. Meanwhile, import-export companies and motorbike shops still had excess factory quality inspection certificates when exporting.

From there, Tan came up with the idea of ​​buying cars of unknown origin, hiring someone to grind and chisel the frame and engine numbers to match the information on the factory certificate, then sell them to customers and register them as new cars.

Defendant Tan agreed to purchase vehicles of unknown origin and without papers from Le Van Toi. Then he bought factory quality inspection certificates from defendants Nguyen Thi Kieu Oanh, Nguyen Dinh Sung and Nguyen Sy Toan.

Tan hired Nguyen Huu Oai and Nguyen Huu Nhu to grind and change the frame and engine numbers according to the factory inspection information.

After the cars were polished and chiseled, they were sent to the store system. Tan assigned and directed employees to sell them to buyers as new cars, used cars, including all procedures and paperwork... to appropriate customers' money.

According to the investigation agency, from the end of 2021 until being discovered, Tan confessed to buying about 1,500 factory quality inspection certificates and hiring Oai and Nhu to grind and chisel about 500 motorbikes to sell to customers.

To date, the investigation agency has seized 386 chiseled motorcycles sold by the Tan Tien motorcycle shop chain to customers and 136 motorcycles on display at the shop. In addition, there are 3 victims who bought the motorcycles but have not yet received them.

The investigation agency determined that the total amount of money that Bui Van Tan and his accomplices embezzled from 387 victims was more than 14.7 billion VND.

Another manager of Tan Tien motorbike shop was prosecuted.

After two additional investigations, in mid-June, the Ho Chi Minh City Police Investigation Agency prosecuted and temporarily detained another suspect, Nguyen Thuy Tien (29 years old, from Dong Nai ).

Tien is the manager of Tan Tien 2 motorbike shop and the legal representative of Thao Van motorbike company.

According to the records, for each car sold from the store managed by Tien, Tan promised to pay a commission of 200,000 VND/car. However, Tien stated that she had not actually received the commission, but only received a promise from Tan.

Investigation results determined that Tien committed the crime between October 2022 and September 2023, helping Bui Van Tan embezzle more than 3 billion VND.
