The tidal situation in the province is complicated, reaching its highest peak in recent years. This phenomenon causes widespread flooding, affecting people's lives and production.

Impact on production and life
Recently, in Phong Thanh commune, 12 landslides with a length of 354m were recorded, deep landslides creating frog jaws and encroaching on the foot of the dike, threatening the dike system combined with traffic routes along the Hau River, directly affecting 884 hectares of fruit gardens.
Ms. Nguyen Thi Bich Thuy (Vam Dinh hamlet) said: “The landslide has created a large hole across the road, flooding the fruit garden (sapovaya) - the main source of income for the family. Every time the water flows in, it washes away fertilizers, reducing productivity. People hope it will be resolved soon so they can feel secure in production.”
The prolonged high tide in October 2025 flooded 252 hectares of rice, more than 2,562 hectares of fruit gardens, 15.3 hectares of annual crops (sugarcane, cassava, ginger), and affected more than 218 hectares of crops. In the aquaculture sector, 4.27 hectares of fish and shrimp ponds overflowed and were swept away into rivers and canals, causing estimated damage of more than 1 billion VND. Prolonged heavy rain combined with high tides and upstream floods caused water levels in main rivers and inland canals to exceed alert level III by 10-46cm.
The irrigation system suffered damage with 28,800m of overflowing embankments, 34 landslides and broken embankments with a length of 1,483m, concentrated in Quoi Thien, An Binh, Song Phu, Cai Nhum, Hoa Minh and Tam Binh, with an estimated loss of nearly 666 million VND. At My Thuan and Cho Lach stations, the high tide exceeded the historical water level of 2022 by 9cm and 7cm, respectively.
Implement the "4 on-site" motto
Faced with that situation, localities urgently deployed work to prevent, combat and overcome high tides and landslides; propagated and mobilized people to implement measures according to the motto "4 on-site" and "3 ready"; mobilized forces, assigned officers to directly stick to vulnerable areas, supported people in reinforcing embankments, handling incidents and moving assets from deep flooded areas.
Mr. Dieu Hung Thang - Secretary of Phong Thanh Commune Party Committee said: The dyke line combined with the Hau River traffic road will be completed in 2023, 8.8km long, about 75 billion VND, contributing to protecting production, traffic and people's lives. However, the impact of high tides and prolonged heavy rains and many sections of the dyke have collapsed, posing a potential risk of insecurity.
From 2023 to now, the commune has invested in repairing 15 landslides, 587m long, worth nearly 31 billion VND. Currently, the commune continues to monitor and coordinate with functional agencies to deploy emergency solutions at dangerous locations; reinforce small landslides to protect the dike, ensuring production safety and people's lives.
According to Mr. Le Quang Rang - Deputy Director of the Department of Agriculture and Environment, when landslides occur, the agricultural sector coordinates to survey and delimit key production areas that need protection; review residential areas, riverbanks, and canals at risk of landslides to proactively plan to evacuate people from dangerous areas. Direct the Irrigation Sub-Department to coordinate with localities to survey and determine locations of overflowing and broken dikes and propose to the Provincial People's Committee to support funding for repair.
Strengthening the solution
Along with the impact of high tides, landslides occurred seriously. The whole province recorded 135 landslides of more than 7.6km, affecting 521 households, with total natural disaster damage in the whole province exceeding 40 billion VND.
Faced with the current landslide situation, the province announced 4 urgent projects including: reinforcing the Hau River dike (Phong Thanh commune), repairing the North Rach Tra Cu dike (Luu Nghiep Anh commune), the Giao Hoa River bank anti-erosion embankment (Giao Long commune) and repairing the Giong Ban sea dike (Long Vinh commune) with a total cost of nearly 34 billion VND; and is considering supporting 51 other projects with a total cost of over 37 billion VND. For 92 small landslides, localities proactively responded according to the "4 on-site" motto and reported to the Department of Agriculture and Environment for synthesis and inclusion in the maintenance and repair plan for the period 2026-2030.
According to Vice Chairman of the Provincial People's Committee - Chau Van Hoa: Departments, branches and localities focus resources on handling vulnerable locations, urgently repairing flooded and eroded dikes and embankments; flexibly operate the irrigation system to regulate water and prevent flooding. Strengthen propaganda and guide people to proactively respond, ensuring safety of life and property.
In the long term, the agricultural sector will coordinate with other sectors and localities to review and evaluate the system of dykes, regulating sluices, and irrigation works to propose upgrading and repairing them to suit new conditions; speed up the progress of irrigation projects, mobilize social resources, promote "4 on-site" to thoroughly overcome landslides, ensure production safety and stabilize people's lives.
