On July 25th, Mr. Le Tri Thanh, Chairman of the Quang Nam Provincial People's Committee, directed the districts of Thang Binh and Duy Xuyen to coordinate with the investor, Nam Hoi An Development Co., Ltd., to complete the land clearance for the Nam Hoi An Resort project.
According to Mr. Thanh, Nam Hoi An Development Co., Ltd. has decided not to invest in housing within the Nam Hoi An Resort project. Therefore, he requested the People's Committees of Duy Xuyen and Thang Binh districts to urgently review and finalize the General Urban Planning of Duy Hai - Duy Nghia, the Regional Planning of Thang Binh district, the General Planning for New Rural Construction in Binh Duong commune, and other related planning documents, ensuring that no residential land is allocated within the Nam Hoi An Resort project area, for approval within their authority or submission to the competent authority for appraisal and approval, as a basis for continuing the project's implementation.

The People's Committees of Thang Binh and Duy Xuyen districts directed relevant agencies and localities to actively coordinate with Nam Hoi An Development Co., Ltd. to continue implementing and completing the compensation, land clearance, and resettlement work for the Nam Hoi An Resort project, and to quickly stabilize the lives of people in the project area.
Nam Hoi An Development Co., Ltd. is responsible for coordinating with the People's Committees of Thang Binh and Duy Xuyen districts and relevant departments, units, and localities in the process of compensation, land clearance, resettlement, and timely allocation of funds to pay affected households, organizations, and individuals.
At the same time, coordinate and work with relevant departments and agencies to obtain guidance on supplementing and adjusting legal documents related to investment, in order to continue implementing and completing the project on schedule.

The Departments of Construction, Planning and Investment, Natural Resources and Environment, and other relevant departments and agencies, according to their assigned functions and duties, are responsible for monitoring and guiding the People's Committees of Thang Binh and Duy Xuyen districts and Nam Hoi An Development Co., Ltd. to promptly implement the project, resolve dossiers and procedures within their authority, and advise the Provincial People's Committee on resolving related issues in accordance with the law.
Regarding the Nam Hoi An Resort Project, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company is responsible for land clearance. In addition, this company also acts on behalf of Nam Hoi An Development Co., Ltd. to invest in and construct five resettlement areas and a cemetery in the eastern part of Duy Xuyen and Thang Binh districts to create land for resettlement to facilitate land clearance for the project.

After many years, resettlement projects serving the land clearance for the Nam Hoi An Resort are still facing land acquisition issues. Recently, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company submitted a document requesting the suspension of three resettlement projects: Son Vien Resettlement Area, Duy Hai Resettlement Area (Phase 2), and Duy Hai Resettlement Area (Phase 3) in Duy Xuyen district.
In early July, Mr. Nguyen Hong Quang, Vice Chairman of the Quang Nam Provincial People's Committee, agreed to halt the implementation of these projects for final settlement and handover to the Duy Xuyen District People's Committee for continued implementation. The Duy Xuyen District People's Committee was assigned the responsibility of receiving the project documents, procedures, and site to continue construction and carry out related procedures to promptly arrange resettlement for households affected by the Nam Hoi An Resort project and other projects in the area.
Residents' houses located within the project area are damaged due to land clearance issues, but they cannot repair or rebuild them.
The Nam Hoi An Resort Project has been granted Investment Registration Certificate No. 1070702574, initially registered on December 10, 2010, and amended for the third time on September 28, 2020, by the Department of Planning and Investment of Quang Nam Province; and a Business Registration Certificate for a one-member limited liability company, Nam Hoi An Development Co., Ltd., initially registered on December 10, 2010, and amended for the 17th time on February 2, 2020, by the Department of Planning and Investment of Quang Nam Province.
To date, the Project has completed Phase 1 with the following items: (1) Main boulevard - Package 1; (2) Commercial, entertainment, casino and resort hotel area - Package 2; (3) Commercial and tourist apartment area - Package 3; (4) Golf course area Phase 1 - Package 6; (5) Staff housing and resort hotel area - Package 7; (6) Technical infrastructure area - Package 8.
The total investment implemented since the Investment Certificate was issued is nearly 30,000 billion VND.
