On the morning of November 4, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Vinh Long province - Lu Quang Ngoi chaired the regular October meeting to assess the socio- economic situation in October and the first 10 months of the year; at the same time, propose key tasks and solutions for the remaining months of 2025. The meeting was connected online to 124 communes and wards in the province.

According to the report of the Provincial People's Committee, the total state budget revenue for the first 10 months is estimated at 18,281 billion VND, equal to 85.45% of the annual estimate. The disbursement of public investment capital continues to receive strong direction from all levels and sectors; progress is regularly checked and evaluated, and difficulties and obstacles are promptly removed to speed up the implementation progress.
In the agricultural sector, more than 36,100 hectares of Summer-Autumn rice have been harvested, with a cumulative area of about 110,000 hectares, with an average yield of 5.4 tons/hectare; 51,067 hectares of Autumn-Winter rice have been planted. The area of color crops has reached more than 100,600 hectares, equal to 93.42% of the plan. Livestock has developed steadily, with a total herd of livestock estimated at 1.52 million and poultry at more than 23.4 million.
The 10-month industrial production index is estimated to increase by 8.5% over the same period; of which, the processing, manufacturing and mining industries all increased by 10%. Trade and service activities continued to be vibrant, with total retail sales of goods and consumer service revenue in October estimated at VND19,900 billion, up 0.5% over the previous month and 19.57% over the same period.
The health sector has proactively monitored, detected early and promptly handled infectious diseases, contributing to limiting the spread in the community. However, some diseases such as dengue fever, measles, and chickenpox have tended to increase compared to the same period last year.
In the coming time, the Provincial People's Committee determined to continue seriously and effectively implementing the Prime Minister's Official Dispatch No. 184/CD-TTg dated October 2, 2025 on state budget management in the last months of the year; strengthening financial and budget discipline, revenue management, closely monitoring progress, striving to complete the budget revenue target for 2025. Proactively respond to high tides, heavy rains, storms and floods, promote administrative procedure reform, especially in the field of business registration, ensuring publicity and transparency, shortening the time for processing records, creating convenience for people and businesses.
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - Lu Quang Ngoi acknowledged and highly appreciated the results achieved in socio-economic development in recent times; at the same time, requested departments, branches and localities to promote results, overcome limitations, and make efforts to best fulfill the targets for 2025.
The Chairman of the Provincial People's Committee requested that sectors and localities strive to achieve a growth rate of over 8% of the annual plan, focusing on disbursing public investment capital, in which the issue of site clearance must be resolved completely; investors who are not resolute need to be urged and reminded to ensure progress.
In addition, it is necessary to remove difficulties in implementing the two-level local government model; urgently overcome the shortage of medical supplies in some units; strengthen crime prevention and control, especially high-tech crimes, to ensure security, order and social safety in the province.
