The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc at the field inspection of the Ho Chi Minh City - Moc Bai Expressway project and Ring Road 3 in early October 2025.
According to the conclusion announcement, the progress of the Ho Chi Minh City - Moc Bai Expressway Project is still slow, with the disbursement rate lower than planned.
The main reason is that some localities and units still lack determination, initiative and flexibility in handling work. In addition, coordination is not synchronized, there are still problems with compensation, resettlement and prolonged administrative procedures.

The Chairman of the City People's Committee requested that units need to focus, mobilize all resources, and proactively carry out assigned tasks to make up for slow progress.
For localities, urgently establish and perfect the Commune-level Steering Committee, regularly review the progress of compensation, support, resettlement, and remove difficulties and obstacles.
The commune-level steering committee established an additional mobilization and propaganda team consisting of local people who are knowledgeable about the area and have experience in compensation, persuading people to agree with the policy and promptly handing over the site to the investor.
Communes must complete the appraisal and approval of compensation, support and resettlement plans no later than October 2025, and make payments to all affected households by December 2025.
The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) was assigned to preside over and work with relevant departments and branches to complete procedures, design construction, select investors and contractors according to regulations, and ensure the project is on schedule to start construction in January 2026.
Currently, the site clearance progress of the Ho Chi Minh City - Moc Bai Expressway Project through Tay Ninh province has handed over more than 50% of the area.
As for Ho Chi Minh City, the progress in some communes of Cu Chi district (old) is still slow, some communes have not yet approved compensation plans.
To speed up the progress, Ho Chi Minh City has dispatched specialized staff from the Department of Planning and Architecture, the Department of Agriculture and Environment to the communes of Nhuan Duc, Phu Hoa Dong and Thai My to support these communes in compensating and clearing the land for the Ho Chi Minh City - Moc Bai Expressway Project.
The Compensation, Support and Resettlement Project (Component Project 3) of the Ho Chi Minh City - Moc Bai Expressway section through Ho Chi Minh City has a total investment of VND 5,052 billion.
The project is 24.7 km long, passing through the old Cu Chi district. According to the approved plan, the project will clear the land at once according to the scale of 6 expressway lanes, including the residential service road, Ring Road 3 intersection, Provincial Road 8 intersection and overpasses across the expressway.
When implementing the Project, 2,177 households were affected with an area to be recovered of 2,200,970 m2.
