Focus on "3 enhancements" and "5 pushes" in digital transformation

Digital transformation is a top priority in implementing socio -economic development goals.

In his opening speech, Prime Minister Pham Minh Chinh emphasized that digital transformation is a breakthrough, a key task, an objective requirement, a strategic choice, and a top priority in implementing socio-economic development goals, especially reducing administrative procedures, reducing harassment, compliance costs, travel costs, etc. for people and businesses. The stronger the digitalization, the more it enhances publicity, transparency, and promotes the fight against corruption and negativity.

The Government and the Prime Minister always pay attention to and require all levels, sectors, localities, and Committees to regularly and continuously monitor, evaluate, urge, and closely direct the national digital transformation work, ensuring effectiveness and substance.

The Prime Minister said that the 2024 Action Plan of the Committee has identified the focus of national digital transformation with the theme "Developing the digital economy with 4 pillars of information technology industry, digitalization of economic sectors, digital governance, digital data - Important driving force for fast and sustainable socio-economic development".

At the meeting, the Prime Minister asked delegates to focus on reporting and discussing a number of main contents: assessing the implementation of national digital transformation since the 7th meeting, focusing on developing the digital economy in an objective and honest spirit, with evidence by specific data (achieved results, shortcomings, limitations, barriers, bottlenecks and causes); sharing good practices that bring high efficiency in practice; analyzing lessons learned; proposing key solutions to best perform the tasks set out in the Committee's 2024 Action Plan, especially breakthrough solutions.

According to the report, the current proportion of the national digital economy accounts for 16.5%, the proportion of the information technology (ICT) industry accounts for more than 60%. ICT revenue in 2023 is estimated at 138.5 billion USD, down 4.46% compared to 2022. Of which: hardware and electronics export revenue in 2023 is estimated at about 127 billion USD, down 5% compared to 2022, but the value of hardware and electronics export surplus in 2023 still reaches over 30 billion USD.

The number of active information technology (IT) enterprises is about 45,500, basically unchanged compared to 2022. In 2023, Vietnam will have more than 1,500 digital technology enterprises with revenue from foreign markets, an increase of more than 7% compared to 2022, with total revenue from foreign markets reaching 7.5 billion USD, an increase of 4% compared to 2022.

There are currently 1.5 million workers working in technology enterprises; 168 universities and 520 vocational schools provide training in IT and telecommunications. ICT is also the technical industry with the highest enrollment target, with a total enrollment target of approximately 100,000 students per year.

The target for 2024 is to reach 140 billion USD in ICT industry revenue. There are 48,000 digital technology enterprises (equivalent to 1 digital technology enterprise/2,000 people).

In his concluding remarks, Prime Minister Pham Minh Chinh commended the efforts and achievements of ministries, branches, localities and relevant entities; the strong direction of the Committee members; and the consensus, support and active participation of people and businesses.

"Digital transformation has 'reached every alley, knocked on every door, checked every person'. We must continue to promote digital transformation in all fields, levels, and industries, bringing practical benefits to people and businesses," the Prime Minister assessed.

Besides the achieved results, the Prime Minister pointed out that digital transformation and digital economic development still have many shortcomings and limitations.

Prime Minister Pham Minh Chinh requested that Ministers, Heads of sectors, Secretaries, and Chairmen of People's Committees at all levels must be more determined and give strong direction in implementing national digital transformation tasks, focusing on "3 strengthening" and "5 promoting".

In which: "3 enhancements" include: Increasing awareness of the position, role, and importance of digital transformation to each citizen, business, and especially leaders; strengthening the potential for digital transformation, considering this a key task that requires priority resource allocation; strengthening public-private cooperation, taking public investment as the leader of private investment, activating and mobilizing all social resources.

"5 steps" include: Accelerating institutional improvement, creating a complete legal corridor to promote national digital transformation and digital economic development; accelerating the development of digital infrastructure and digital platforms to create important premises for digital economic development; accelerating innovation and entrepreneurship in digital transformation; accelerating the development of digital human resources and digital skills to meet the requirements of socio-economic development; accelerating cyber security and information security to protect the legitimate rights and interests of people and businesses, and protect national cyberspace sovereignty early and from afar.

In the coming time, the Prime Minister suggested prioritizing resources to ensure the completion of assigned tasks in the National Digital Transformation Program and 3 Strategies: On Digital Government Development; On Digital Economy and Digital Society Development; On Digital Data Development. In particular, urgently handle overdue and backlog tasks in the 2022-2023 period. Synchronously and effectively deploy solutions so that the United Nations e-Government Development Index increases by at least 5 levels and the cybersecurity index is among the top 30 countries.

In addition, strictly implement the directions of the Government, the Prime Minister, the 2024 Action Plan of the National Committee on Digital Transformation and the tasks in Project 06. Ministries, branches and localities must urgently complete the steering committees, operate strongly and substantially,

Ministries and sectors urgently organize specialized meetings on digitalization of sectors and fields under their management. In the second quarter of 2024, the Ministry of Information and Communications will coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade to report to the Deputy Prime Minister in charge of organizing specialized meetings on digitalization of the agricultural and industrial sectors.

The Prime Minister also requested localities to closely coordinate with telecommunications enterprises to eliminate mobile signal depressions in villages and hamlets with national grid electricity, to be completed before December 2024; and continue to improve the quality of mobile broadband networks.

At the same time, ministries, branches and localities are required to remove difficulties and obstacles, complete the implementation of the remaining 12/53 essential public services according to Decision 06/QD-TTg, Decision 422/QD-TTg and 20 priority public services according to Decision 206/QD-TTg; connect information systems for handling administrative procedures with the National Public Service Portal, the system for monitoring and measuring the level of service provision and usage (EMC System).

At the same time, ministries, branches and localities urgently conduct a general review and assessment of the situation of ensuring network information security and network security for information systems within their management scope according to the instructions of the Ministry of Public Security, Ministry of National Defense and Ministry of Information and Communications.
