Focus on the role of the private economy in implementing the "strategic quartet"

On the afternoon of April 14, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the development of the private economic project - chaired a meeting of the Government Standing Committee with the Steering Committee to continue giving opinions and further completing the draft project to prepare for submission to the Politburo.

Attending the meeting were Deputy Prime Ministers; leaders of ministries, branches, and central agencies; leaders of provinces and centrally-run cities who are members of the Steering Committee; experts, scientists, representatives of enterprises and business associations.

At the meeting, delegates continued to discuss and contribute opinions to the draft reports, submissions, and projects on private economic development, especially on the scope, objects; position and role of the private economy; tasks and solutions, especially on outstanding mechanisms and legal policies for private economic development; the role of state management agencies and associations and industries in private economic development.

In particular, delegates highlighted the requirement for the participation of the private economy in the production chain, supply chain, distribution chain; preferential mechanisms and policies on the application of science, technology, human resources, land, finance, administrative procedures, etc. for the private economy.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized a number of key points to complete the project and submit it to the Politburo soon. He requested that the development and completion of the project must continue to closely follow the resolutions and conclusions of the Central Committee, the Politburo and the articles and instructions of General Secretary To Lam, including the closing speech of the recent 11th Central Conference.

In addition, the head of the Government requires respecting reality, closely following reality, starting from reality, taking reality as a measure; at the same time combining theoretical basis and practical arguments, domestic experience and international lessons; the project needs to have inheritance, development and breakthrough.

According to the Prime Minister, the development of the private economy needs to be placed in the overall context of the country's innovation, development and breakthroughs, in the implementation of three strategic breakthroughs including institutions, infrastructure and human resources.

At the same time, the development of the private economy needs to be placed in the implementation of the "strategic quartet", including breakthroughs in science and technology development, innovation and national digital transformation; streamlining the organization of the political system; developing the private economic sector; and international integration in the new situation.

The Prime Minister requested that the position, role, importance, contributions as well as bottlenecks and bottlenecks that have prevented the private economy from developing commensurate with its potential need to be clearly identified. He said that the requirements and goals set for private economic development need to be further enhanced, creating pressure, motivation, inspiration and determination to implement. According to the Prime Minister, solutions must remove bottlenecks and bottlenecks; identify internal resources as fundamental, strategic, and decisive in the long term, and external resources as important and breakthrough; ensure equal access to the country's resources, and ensure competition.

The tasks and solutions for developing the private economy must be simultaneously linked to restructuring the economy, restructuring foreign investment, restructuring enterprises, restructuring markets, products and supply chains; creating conditions for private enterprises to grow, mature, and cooperate with the FDI sector, especially in technology transfer.

The Prime Minister noted that the way of expression must be concise, simple but strategic, ensuring "6 clear": clear people, clear work, clear time, clear products, clear responsibilities, clear authority; easy to listen to, easy to understand, easy to remember, easy to implement, easy to monitor, easy to evaluate.
