The Central Committee of the Vietnam Fatherland Front received comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam from May 6 to May 30.

Organize consultation conferences from May 6-20

On May 6, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) issued Plan No. 60/KH-MTTW-BTT on organizing the collection of opinions within the VFF system on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam (hereinafter referred to as the draft Resolution).

According to Plan 60, the subjects for consultation are the Vietnam Fatherland Front Committees at all levels; socio -political organizations and member organizations of the Vietnam Fatherland Front; experts, scientists, Advisory Councils of the Central Committee of the Vietnam Fatherland Front; members of the Central Committee of the Vietnam Fatherland Front. The content for consultation is the entire draft Resolution, including the structure, content and presentation techniques.

Documents for consultation include: Draft Resolution; Explanation of the draft Resolution; Comparison of the proposed amendments and supplements to a number of articles of the 2013 Constitution with current provisions of the Constitution. The above documents are published on the electronic information portals of the National Assembly, the Government, the People's Committees of the provinces and centrally-run cities and the electronic information portal of the Vietnam Fatherland Front.

Forms of collecting opinions include: direct written comments (paper copies, emails) applicable to all subjects of comments; organizing conferences, seminars, and discussions (collectively referred to as conferences); contributing opinions on the electronic information portals of agencies, organizations, and local Fatherland Fronts at all levels.

Regarding the organization of activities to collect opinions, the Standing Committee of the Central Committee of the Vietnam Fatherland Front directed the issuance of documents guiding the synthesis of opinions on the draft Resolution. Organize propaganda, dissemination and communication activities widely in appropriate forms during the process of organizing the collection of opinions on the draft Resolution; orient the ideology to create high consensus and unity with the amendment and supplementation of the Constitution; encourage all classes of people to actively participate in giving opinions on the draft Resolution; build a column to receive opinions, feedback and report on the process of collecting people's opinions on the Dai Doan Ket Newspaper, the Electronic Information Portal of the Central Committee of the Vietnam Fatherland Front, on the Fanpage of the Fatherland Front (from May 6 until the Resolution amending and supplementing a number of articles of the 2013 Constitution is passed by the National Assembly).

The Standing Committee of the Central Committee of the Vietnam Fatherland Front directs the reception of direct and written comments from intellectuals, lawyers, representatives of ethnic minorities, religious dignitaries who are members of the Central Committee of the Vietnam Fatherland Front, experts and scientists in the field of law (paper copies, emails). Comments are sent to the Standing Committee of the Central Committee of the Vietnam Fatherland Front (through the Committee for Democracy, Supervision and Social Criticism) at the address: No. 46 Trang Thi, Hang Bong Ward, Hoan Kiem District, Hanoi or via email: [email protected] .

Along with that, the Standing Committee of the Central Committee of the Vietnam Fatherland Front directed the organization of conferences to collect opinions on the draft Resolution from May 6-20. Collect comments sent directly, comments at conferences, and summary reports of the Central Committee of socio-political organizations, member organizations of the Front; Standing Committees of the Vietnam Fatherland Front Committees of provinces and cities. Develop a draft Report on the results of collecting opinions of the Vietnam Fatherland Front (to be completed before May 23).

The Standing Committee of the Central Committee of the Vietnam Fatherland Front directed the organization of conferences to collect opinions on the draft Report synthesizing the results of collecting opinions of the Vietnam Fatherland Front from May 23-30. At the same time, revise and complete the draft Report to send to the Government before May 30.

Organize to collect opinions throughout the system

Plan 60 clearly states: The Central Committees of socio-political organizations shall guide the organization of collecting opinions on the draft Resolution within their organizational system. Organize propaganda, dissemination, and widespread communication in appropriate forms during the process of organizing the collection of opinions on the draft Resolution, orienting ideology to create high consensus and unity with the amendment and supplementation of the Constitution; encourage union members and members to actively participate in giving opinions on the draft Resolution; build a column to receive comments, feedback, and report on the process of collecting public opinions on the draft Resolution in newspapers, magazines, electronic information portals, and Fanpages of socio-political organizations (from May 6 until the Resolution amending and supplementing a number of articles of the 2013 Constitution is passed by the National Assembly).

The Central Committees of socio-political organizations shall preside over the organization of collecting opinions from union members and members on the draft Resolution in an appropriate form, focusing on collecting opinions on regulations directly related to their organizations in the draft Resolution. Collect, synthesize, and develop reports on the results of collecting opinions on the draft Resolution of the organizational system.

The Central Committees of the member organizations of the Front shall organize propaganda, dissemination, and wide communication in appropriate forms during the process of organizing the collection of opinions on the draft Resolution; orienting ideology to create high consensus and unity with the amendment and supplementation of the Constitution; encouraging union members and association members to actively participate in giving opinions on the draft Resolution. Organizing the collection of opinions among union members and association members on the draft Resolution in appropriate forms.

The Central Committee of the Vietnam Fatherland Front requests the Vietnam Union of Science and Technology Associations to organize a workshop to collect opinions from scientists; the Vietnam Lawyers Association and the Vietnam Bar Federation to collect opinions from people with experience in law-making, jurists, and lawyers on the draft Resolution. Collect, synthesize, and develop a Report on the results of collecting opinions from their organizations.
