Question bank and examination system are invested systematically

According to Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), very early on, the Ministry issued many directives and instructions to organize the exam seriously and in accordance with regulations. Particularly, the exam work has been focused on from the stage of building the question bank to the actual testing.

Specifically, a series of training sessions were organized for teachers nationwide, including an online session with more than 3,500 teachers and the participation of experts from the American Testing Service (ETS). Two in-person training sessions were implemented for 18 subjects, ensuring that teachers clearly understood the orientation of setting open-ended questions, closely following the competency assessment requirements of the new program.

On October 18, 2024, the Ministry of Education and Training announced 18 reference questions according to the format of the 2018 General Education Program. The test testing activity has been deployed in many localities with the participation of more than 12,000 students taking the test on computers. The rich question library was built from the source of questions sent by teachers nationwide, then carefully reviewed by the Appraisal Council, serving as the foundation for the official question creation work.

At the same time, the information technology infrastructure serving the exam is being completed. The exam management system operated by Viettel is assessed as stable and secure. The multiple-choice test scoring software and the question bank management software have been newly built, tested in some localities and basically meet the requirements for organizing exams on a large scale. The Department of Quality Management has also organized training, collected comments, and prepared for a comprehensive security review before officially deploying nationwide.

Strengthen inspection and control - leave no blank spots

Regarding inspection and examination work, the Department of Quality Management has planned to organize professional training according to Plan No. 515/KH-BGDĐT dated May 7, 2025. At the same time, the Department has advised the Minister to establish 3 working groups, including leaders of the Ministry and the National Steering Committee, to directly work and inspect the exam preparation work in a number of localities. In addition, the Ministry of Education and Training plans to establish 10 more inspection groups to work at 20 Departments of Education and Training during the exam period.

Speaking at the meeting, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong affirmed, "The 2025 high school graduation exam is an exam of special significance, taking place in the context of many changes in the government organization and inspection system". He highly appreciated the proactive and responsible preparation of the Department of Quality Management, and at the same time requested the entire industry to focus highly on this task.

In particular, the Deputy Minister noted that decentralization and delegation of authority in inspection and examination work must be clear and effective, ensuring "clear people, clear work, clear responsibilities". He emphasized: "Strengthen the role of localities, not leaving 'blank spots' in inspection and examination. Provinces need to proactively resolve issues on the spot, promptly summarize, seriously publicize, correct people, correct work".

One of the important highlights in the Deputy Minister's direction is that the test creation must properly assess students' abilities according to the requirements of the 2018 General Education Program. The test needs to have clear differentiation, meeting two goals at the same time: considering high school graduation and serving as a basis for university and college admissions.

The Deputy Minister requested the mobilization of a full team of experienced professionals, organizing the question-making process in an objective, strict manner and ensuring absolute safety. The Ministry of Education and Training also plans to establish two separate question-making councils for the 2006 and 2018 General Education Programs, to ensure a separate, scientific process and the quality of the exam questions appropriate to each program.
