On September 27, 2023, at the Ministry of Foreign Affairs Headquarters, Comrade Nguyen Minh Vu, Permanent Deputy Minister of Foreign Affairs, Secretary General of the Vietnam - China Bilateral Cooperation Steering Committee, held talks with Comrade Nong Dung, Assistant Minister of Foreign Affairs of China, Secretary General of the China - Vietnam Bilateral Cooperation Steering Committee.
At the talks, the two sides highly appreciated the positive development of Vietnam-China relations, especially since the official visit to China by General Secretary Nguyen Phu Trong (October 30 - November 1, 2022); agreed to continue to fully implement the high-level common perception, prepare well for the 15th meeting of the Vietnam-China Bilateral Cooperation Steering Committee, promote cooperation areas between the two countries to become more substantive, and achieve new progress.
Permanent Deputy Minister Nguyen Minh Vu suggested that the two sides coordinate well in organizing high-level and all-level exchanges and contacts; request China to continue expanding imports of Vietnamese goods and agricultural and aquatic products; soon announce the opening of the market for some types of Vietnamese fruits; maintain smooth customs clearance; soon allow the opening of some more Vietnamese trade promotion offices in China; speed up the connection of border gate, road and railway traffic infrastructure; coordinate to completely resolve problems in some backlogged projects; speed up the implementation of non-refundable aid projects; promote tourism cooperation to soon recover to pre-Covid-19 levels; coordinate to smoothly implement the pilot operation of the Ban Gioc - Duc Thien Waterfall Landscape Area.

Chinese Assistant Foreign Minister Nong Dung affirmed that China attaches importance to Vietnam's cooperation proposals and is willing to closely coordinate with Vietnam to enhance high-level exchanges and contacts; restore exchange and cooperation mechanisms as before the Covid-19 pandemic, and promote cooperation in various fields to achieve substantive and concrete progress.
Regarding the territorial border issue, the two sides agreed to seriously implement the high-level common perception, control disagreements well, and maintain peace and stability at sea. Permanent Deputy Minister Nguyen Minh Vu suggested that the two sides seriously implement the common perception of the high-level leaders; comply with international law, especially the 1982 UNCLOS; seriously and fully implement the DOC; respect each other's legitimate and legal rights and interests; and refrain from unilateral actions that complicate the situation and expand disputes.
