Program of the 51st Session of the National Assembly Standing Committee

National Assembly Chairman Tran Thanh Man delivered the opening speech and, together with the Vice Chairmen of the National Assembly, took turns chairing the meeting.

At this session, the National Assembly Standing Committee will consider and give opinions on the following contents:

1. On law-making work

The National Assembly Standing Committee will give opinions on the following contents: (i) Draft Law on National Reserves (amended); (ii) Draft Law on Artificial Intelligence.

At the same time, the National Assembly Standing Committee will give opinions on the explanation, acceptance and adjustment of:

(i) Group of projects: Law on Cyber Security; Law on Protection of State Secrets (amended); Law on amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization;

(ii) Group of projects: Law on Deposit Insurance (amended); Law on E-commerce;

(iii) Draft Law on Construction (amended);

(iv) Group of projects on High Technology Law (amended); Law on amending and supplementing a number of articles of the Law on Technology Transfer; Law on Artificial Intelligence;

(v) Draft Law amending and supplementing a number of articles of the Law on Intellectual Property;

(vi) Group of projects on the Press Law (amended); Law on amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended); Resolution of the National Assembly stipulating specific mechanisms on a number of guidelines and policies in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; Resolution on investment policy for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period;

(vii) Group of projects on the Law on Civil Aviation of Vietnam (amended); Law on amending and supplementing a number of articles of the Law on Judicial Records; Law on Civil Judgment Enforcement (amended);

(viii) Group of Law projects amending and supplementing a number of articles of the Law on Insurance Business; Law amending and supplementing a number of articles of the Law on Statistics;

(ix) Group of projects on Personal Income Tax Law (amended); Tax Management Law (amended); Law on amending and supplementing a number of articles of the Law on Public Debt Management.

The National Assembly Standing Committee will also consider and approve the following contents: (i) Resolution on the expected number and allocation of the number, structure, and composition of the 16th National Assembly deputies; (ii) Ordinance amending and supplementing a number of articles of the Ordinance on Environmental Police.

2. On deciding important issues

The National Assembly Standing Committee will give opinions on the following contents:

(i) Resolution of the National Assembly stipulating specific mechanisms on a number of guidelines and policies in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development;

(ii) Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law;

(iii) The Government's submission to the National Assembly on the approval of the investment policy for the Gia Binh International Airport Construction Investment Project;

(iv) Government's submission on the draft Decree of the Government regulating the management and use of the state budget for a number of activities of the Communist Party of Vietnam;

(v) Investment policy for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period;

(vi) Investment policy for the National Target Program on health care, population and development for the period 2026-2035;

(vii) Investment policy for the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas by 2030.

In addition, the National Assembly Standing Committee will consider, decide and approve the following contents: (i) Adjusting the estimate of central budget development investment expenditure in 2025 among ministries, central agencies and localities and adjusting and supplementing the construction of schools in border communes, implementing tasks and projects to overcome the consequences of natural disasters; (ii) Resolution of the National Assembly Standing Committee amending and supplementing a number of articles of Resolution No. 70/2025/UBTVQH15 dated February 7, 2025 of the National Assembly Standing Committee stipulating principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030.

3. At the Session, the National Assembly Standing Committee will consider personnel work within its authority.
