Program to eliminate temporary and dilapidated houses in the province by 2025: Instructions for settlement and organization of housing construction

Accordingly, 2,101 households with meritorious services, poor households, near-poor households and households in difficult circumstances will build new or repair houses. In the context of the provincial leaders directing the acceleration of housing construction, on March 21, 2025, the Department of Construction issued Instruction No. 909/HD-SXD on implementing the construction and elimination of temporary and dilapidated houses in Ben Tre province in 2025.

According to Instruction 909/HD-SXD, beneficiaries are households that have been reviewed by local authorities and approved by the Provincial People's Committee in Decision No. 781/QD-UBND dated March 13, 2025, of the Provincial People's Committee on approving the results of reviewing the need for support to eliminate temporary and dilapidated houses in 2025 in Ben Tre province.

It is known that Decision No. 781/QD-UBND of the Provincial People's Committee has identified a specific list of households in need of support to eliminate temporary and dilapidated houses in the province in 2025 as follows: the total number of households in need of support for construction and repair for meritorious households, poor households, near-poor households and households in difficult circumstances in the province in 2025 is 2,101 households, of which 1,462 households are newly built and 639 households are repaired, with a support budget of 106.89 billion VND. Newly built households are supported with 60 million VND, and households repairing houses are supported with 30 million VND.

Regarding the organization of housing construction, Instruction 909/HD-SXD clearly states: Household representatives go to the People's Committee at the commune level to receive instructions on procedures, advance support funds and implement housing construction. The People's Committee at the commune level assigns and informs the household of the focal officer in charge of monitoring and support.

Households organize the construction of their own houses and have management measures during the construction process; upon completion of house construction (new construction or repair), the family must notify the focal officer of the People's Committee at the commune level to organize acceptance and make a confirmation record.

The focal point of the Commune People's Committee is responsible for introducing the construction process, disbursement, dossier components, housing models issued by the Department of Construction but not mandatory; conducting inspections of the construction process to ensure that newly built or repaired houses meet the "3 hard" requirements, with an area of ​​over 30 m² (single-parent households must have an area of ​​over 18 m²), and at the same time, not causing economic burdens, debts for households or causing negative reactions or bad public opinion; responsible for connecting with support forces; reporting progress, preparing dossiers according to regulations; advising the Commune People's Committee to organize housing construction for households that cannot organize construction themselves (elderly, single, disabled...).

Households are responsible for providing information related to the construction process to the commune-level focal point.

The Department of Construction also provides guidance on financial settlement with three main contents: regulations on financial settlement of support; financial settlement documents; and on advance payment and disbursement of funds.
