Digital transformation aims to improve people's quality of life

Digital transformation solutions and promoting the application of science and technology associated with administrative reform have contributed to improving the effectiveness and efficiency of state management, building a streamlined and modern government for the benefit of the people.

Resolution No. 57/NQ-TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation is being actively and effectively implemented by sectors and localities.

Especially in the process of operating two-level local governments, digital transformation solutions and promoting the application of science and technology associated with administrative reform in the spirit of the Resolution have contributed to improving the effectiveness and efficiency of state management, building a streamlined and modern government for the benefit of the people.

Digital transformation - a breakthrough in state management

After 1 month of implementing the Project on digital transformation of the Vietnam Fatherland Front for the period 2025-2030, with a vision to 2035; plans on the overall implementation of digital transformation of the Central Committee of the Vietnam Fatherland Front for the period 2025-2027 were issued..., a number of software serving the activities of the Central Committee of the Vietnam Fatherland Front and the document management and administration software (Eoffice) ensured connectivity and smoothness.

The Digital Front platform with 2 core software has been deployed. Specifically, the online database software https://csdl.mattranso.vn/ was built to allow organizations to enter and manage data at 4 levels (Central level for overall management; Fatherland Front of provinces and cities; Fatherland Front of communes, wards, and special zones; Front Working Committee of villages, hamlets, and residential groups). Subordinate organizations enter data to report weekly results to superior organizations. The software automatically synthesizes and extracts information to report results.

Software for receiving and processing people's petitions https://pakn.mattranso.vn/: Building software that allows people to enter data, and organizations to manage data at 3 levels (Central level for overall management; Fatherland Front of provinces and cities; Fatherland Front of communes, wards, and special zones). Fatherland Fronts at all levels coordinate with relevant units to monitor and respond to people's reflections and petitions on the system according to assigned authority.

To promote the application of digital transformation in the dissemination and education of law, the Ministry of Justice presides over the construction of the Information System for dissemination and education of law; a shared digital database for dissemination and education of law. Thereby, it provides more effective support for 10 localities to pilot the application of digital technology in dissemination and education of law. At the same time, the Ministry creates conditions for localities to effectively build and operate databases, software, and applications serving the state management of dissemination and education of law, providing legal information, dissemination and education of law to people and businesses.

To keep up with reality, meet the needs of people and businesses to learn and study the law in the digital environment, comprehensively and fundamentally innovate management work and methods of organizing and implementing legal dissemination and education activities, many localities have focused on disseminating and educating the law on social networks, online forums, telecommunications networks, radio and television waves, and grassroots information networks...

Software for receiving and processing people's petitions.

Affirming the companionship of enterprises in promoting digital transformation in the Document and Archives sector, especially in the context of operating a 2-level local government, FPT Group has donated Digital Archives Management software and Document Digitization software to 34 provinces and cities nationwide.

The Digital Document Management software is installed and operated on the information technology infrastructure of localities. This is a comprehensive national archive system built by FPT Corporation, using modern core technology to ensure long-term, safe and scalable storage. This platform helps manage the entire life cycle of records, while creating a standard for data connection between the central and local levels. The document digitization software (FPT iSOMA) is evaluated, tested and confirmed by the State Records and Archives Department to comply with the requirements and standards for digitization and storage.

Applying FPT iSOMA not only helps local archives easily digitize hundreds of thousands of pages of documents, but also ensures that documents are standardized, easy to find, easy to use and ready to serve the management of the state, people and businesses. Localities evaluate that this software helps significantly reduce manual work, improve management efficiency and increase transparency in archiving work.

Technology aims to improve people's quality of life

According to the Global Innovation Index (GII) 2025 Report published by the World Intellectual Property Organization (WIPO) on September 16, Vietnam continues to maintain its ranking of 44/139 countries and economies, among the top 50 countries with the world's leading innovation ecosystems. This is an important achievement, reflecting the effectiveness of recent policies on science, technology and innovation development, including Resolution No. 57-NQ/TW.

Immediately after the GII 2025 Report was published, on September 19, the Ministry of Science and Technology issued Decision 2796/QD-BKHCN on the "Indicator Framework for Monitoring and Evaluating National Science, Technology and Innovation Potential and Level." The indicator framework aims to form a toolkit for monitoring and evaluating the results of implementing the goal by 2030: Science, technology and innovation potential and level reaching advanced levels in many important fields, among the leading groups in upper-middle-income countries, according to the orientation of Resolution No. 57-NQ/TW.

The progress in GII 2025 and the issuance of the National Index Framework demonstrate the consistency in the Party's policies, the Government's drastic management and the support of the scientific and business community. This is clear evidence that science, technology and innovation are truly becoming the key driving force for rapid and sustainable development. Realizing the goal of building advanced and modern digital infrastructure of Resolution No. 57-NQ/TW, Vietnam Posts and Telecommunications Group (VNPT) participated in and won the auction of radio frequency usage rights for the 703-713 MHz and 758-768 MHz bands (B1-B1' frequency band).

This is an important frequency band for the development of public mobile information systems according to IMT standards (standards for using broadband mobile information systems standardized by the International Telecommunication Union and radio communities). The B1-B1 frequency band will support businesses in expanding mobile information coverage, especially in rural and mountainous areas, while improving indoor coverage quality in urban areas.

This is an important premise to promote digital equality, bring advanced technology to all people, thereby continuing to improve the quality of national digital infrastructure, creating momentum for the comprehensive digital transformation process. Putting new frequency bands into use contributes to significantly changing Vietnam's position on the world's mobile broadband map.

By July 2025, Vietnam's mobile Internet access speed will reach 151.69 Mbps, up 26 places compared to the same period in 2024, ranking 18th in the world and 3rd in ASEAN (after Brunei and Singapore).

Every technological solution must aim at the ultimate goal of improving people's quality of life. Only when people truly enjoy and participate, will technology become a driving force for sustainable development. With that spirit in mind, along with the aspiration to become a digital economic center and a regional innovation center, Ho Chi Minh City is implementing major programs on shared digital data, developing artificial intelligence enterprises; piloting a digital government model associated with smart cities; and providing stronger support for small and medium-sized enterprises, cooperatives, and business households to transform digitally.

The city is also determined to remove bottlenecks in research and development activities, especially the problem of commercializing scientific research results.

The Tech4Life event, taking place on September 18-19, coordinated by the City Department of Science and Technology and the Vietnam Software and Information Technology Services Association (VINASA), is one of the specific solutions to address this issue.
