Speaking with CAND Newspaper reporters, the Traffic Police Department of Hanoi City Police said that since implementing Project 06 of the Government on developing population data applications, identification and electronic authentication to serve national digital transformation, vehicle registration work at the unit has now been fully digitized.

Specifically, people can proactively register their vehicles for the first time through the Ministry of Public Security's Public Service Portal at: https://dichvucong.bocongan.gov.vn. Procedures include: declaring information, paying registration fees, paying vehicle registration fees, stamping license plates, registering appointments... After completing the application, people have two ways to receive results:
1. Receive directly at the facility:
People come to the reception points of the Vehicle Registration and Management Team to get the results, without having to bring their vehicles for inspection. When receiving the results, they need to submit:
- Factory quality inspection certificate (for domestically manufactured and assembled vehicles) with a copy of the engine number and frame number stamped by the manufacturing facility;
- Certificate of technical safety and environmental protection quality (for imported vehicles), or notice of exemption from quality inspection, with a copy of the engine number and frame number stamped by the importing unit.
2. Receive results by mail at home:
The application is sent to the registered address by postal staff. When choosing this form, people must also send the above documents to complete the procedure.

According to the actual records of CAND Newspaper reporters at the vehicle registration office at 1234 Lang Street (Dong Da District, Hanoi), people still come to do procedures in large numbers but there is no longer any congestion or jostling.
Sharing after completing the procedure for himself, Mr. Nguyen Viet Son (residing in Tay Ho district, Hanoi) expressed his excitement: “I am really surprised and satisfied with the speed of the process now. Before coming to the office, I declared information online and then came here to check the documents for a few minutes to complete. The whole process only took about 10 minutes, faster than I thought it would take half a day to declare and do the procedure.”
According to Mr. Son, the VNeID electronic identification system really supports people very well, helping to bring positive experiences, also demonstrating transparency in all stages, avoiding possible negative events.

Sharing the same feeling, Ms. Huong Quynh (residing in Bac Tu Liem district, Hanoi) said: "The nature of my job requires me to regularly register vehicles for customers. I come here to perform very simple operations, with detailed instructions on the board. If I don't know anything, I can ask the police officers very quickly."

According to the Traffic Police Department of Hanoi City Police, from May 15 to now, the unit has received and processed 1,538 new registration applications (including 751 cases completed online); 1,653 cases of name change; 2,090 cases of registration and license plate revocation; 914 cases of registration and license plate renewal, renovation and reissuance of documents. Bringing the total number of vehicles under management to 8,184,790 with more than 1 million cars and nearly 7 million motorbikes.

It can be seen that the benefits of digital transformation in vehicle registration and management do not stop at creating convenience for people. For the traffic police force, this is an important step forward to help improve management efficiency, save human resources and time for handling operations.
Digitizing records and integrating data allows authorities to easily look up vehicle information, owners, and violation history, ensuring data accuracy and consistency.
Captain Bui Quang Hieu, an officer of the Road Vehicle Registration and Management Team (Traffic Police Department, Hanoi City Police) said: “The application of digital transformation, especially the integration of VNeID into the process, has helped us significantly shorten the processing time of each file. Digitized information and synchronized data help officers easily check, compare, and minimize errors due to manual data entry. This not only increases work efficiency but also helps us focus more on specialized professional work.”
In the context of the strong development of the 4.0 industrial revolution, digital transformation has become an inevitable trend and an important driving force to modernize state management fields, including vehicle registration and management.
The story of registering a vehicle license plate in just a few minutes in Hanoi is a clear demonstration of the outstanding efficiency that digital transformation brings, not only serving people better but also optimizing resources for the management apparatus.
