Thanh Hoa Provincial People's Council has a Resolution on a number of specific mechanisms and policies, thereby helping Sam Son gradually complete its infrastructure, landscape, etc., soon turning this city into a national key tourist city.
Mr. Le Van Tu - Chairman of Sam Son City People's Committee said that since the French period, Sam Son has been explored and become one of the first tourist destinations in the country. Up to now, Sam Son has become a tourism brand of Thanh Hoa province in particular and the whole country in general.
Although Sam Son has developed strongly in recent years, it is still not commensurate with its location, potential and inherent advantages. In particular, services and tourism have not developed strongly, not commensurate with the level of a key tourist city; tourism is still seasonal, service quality and capacity to receive international and high-class visitors are still limited; tourism products are not diverse; urban infrastructure still has many shortcomings and is not synchronized...
In order to overcome limitations and maximize local advantages, Thanh Hoa Provincial Party Committee issued Resolution 07 of 2021 on building and developing Sam Son City to 2030, with a vision to 2045.
Accordingly, the goal is to build and develop Sam Son into a national key tourist city by 2030, an ideal destination for domestic and international tourists. By 2045, Sam Son will be the leading unique tourist, entertainment and recreation city in the country; closely connected with Thanh Hoa City in terms of urban space, economic development space, tourism and services.
Mr. Tu said that in order to gradually realize the development orientation of Sam Son according to Resolution 07, in 2022, the People's Council of Thanh Hoa province has decided on special mechanisms and policies for the development of Sam Son city. Accordingly, the budget of Sam Son city is entitled to 100% of the land use fee collected from 6 land fund exploitation projects in the city with the land use fee not exceeding 5,500 billion VND.
“The special mechanism is a resource for Sam Son to synchronize infrastructure, gradually realizing the city as a national key tourist destination. We have quickly completed the planning system in the area, creating a legal basis for investment in tourism development. In addition, we will quickly deploy projects to connect traffic and essential infrastructure at destinations, especially the tourist wharf on the Ma River; invest in the Nam Song Ma Boulevard route, the scenic route from National Highway 10 to Road 4C; the project to renovate and upgrade the wastewater and rainwater systems on Ho Xuan Huong Street…”, said Mr. Tu.
According to Mr. Tu, in addition to effectively implementing the planning, Sam Son City is implementing the construction of 4 development corridors including: Public corridor (arranging public works, administration, culture, health, sports, creating landscape architecture space, highlights of the city); festival corridor (sea square, walking streets, shopping areas, cuisine, seafood market...); Do River corridor (entertainment area, ecological area, park...); Nam Song Ma Avenue corridor.
Along with that, Sam Son City also focuses on developing a series of highlights by implementing 8 urban subdivisions including: Urban area along the coast from Ma River to Truong Le Mountain as a center for tourism, services, commerce and urban areas; South Sam Son tourist urban area as a high-class sea tourism center with high-quality resorts; Truong Le Mountain spiritual eco-tourism service area; Four-season entertainment area along Ma River; Multi-industry industrial and handicraft area; Existing residential area, new urban residential area; Tourism, entertainment, recreation and resort center area; New administrative area of the city.
It is known that in 2024, Sam Son City is expected to welcome nearly 8.5 million tourists, with estimated revenue reaching nearly 16 trillion VND.
