Quietly on the shore of change

The sea breeze blew gently through the rows of potatoes in harvest time. On the sandy land stretching to the edge of the casuarina forest, Mr. Nguyen Thanh Duoc (The My A residential group, Phong Phu ward, Phong Dien town), a man in his seventies, was bending over to pull weeds. Since he quit his fishing career, he has made a living by growing potatoes, familiar with every change in this land.

Looking up in the dry sunlight, Mr. Duoc wiped the sweat from his forehead and slowly said: "I heard that people are going to build a golf course or a resort in this area. I wonder if the land used to grow sweet potatoes and the sand fields will be preserved..." Then he quietly looked out at the land in the distance, where the children used to play marbles and soccer. "The kids used to gather there to play. Now, they will probably level the land to build a golf course soon...", Mr. Duoc confided.

The Phong Phu sea has remained calm for many years. White sand stretches out, shrimp ponds on the sandbank are arranged in a chessboard pattern, shops are sparse, and houses are simple. Young people go to work far away, the elderly stay in the countryside, those who have land grow potatoes, vegetables and beans; those who are better off open small stalls and those who are still passionate about fishing still follow the fish. That cycle of life repeats itself through many generations, simple yet fragile.

In front of her small porch, Ms. Le Thi Be (The My A residential group) packs up the remaining vegetables after selling them in the morning. She makes a living by selling small items around the area, sometimes a few vegetables and potatoes, sometimes a few bottles of oil, a package of noodles... When asked about the project, she said: "I have lived on this stall all my life. Selling a little is enough to live on. If the project is implemented, I hope for nothing more than for the young generation in the village to have jobs to ease the burden..."

Ms. Be’s worries are not her own. Because the planned land is mostly coastal forest land, poor sandy soil, but it is where many generations have settled. Each row of sweet potatoes, squash trellis, temporary market built with old corrugated iron... are all the hard work of the villagers. Also because of the hardship, many young generations here have to go to other places to make a living.

Mr. Le Van Huong (Head of The My A residential group) said with a hopeful look: “If done properly, this project can open up more opportunities for the people. Such as opening shops, selling specialties, renting bicycles, doing cleaning…”.

Dream of development

Hue has experience with many golf course projects. Many projects have contributed to promoting tourism and creating jobs for local people, typically the Laguna Lang Co Golf Course Project (Phu Loc). However, to achieve such results is a long process, with a systematic infrastructure system, human resource training, and satellite service development.

At the recent 23rd Special Session of the City People's Council, the Construction Zoning Plan (scale 1/2000), the Resort combined with golf course and ancillary services in Phong Phu Ward, Phong Dien Town, Hue City (Project) was approved, with the orientation of becoming a high-class resort, integrating many items such as international standard golf course, hotel, resort, health care area, cultural area, golf academy, golf club and ancillary services. All are designed synchronously, modernly, in accordance with technical standards to serve the needs of relaxation, sports and entertainment of domestic and international tourists.

Reviewing the Project, Mr. Nguyen Dai Vien, Head of the Urban Committee of the Hue City People's Council, noted that the project implementation process needs to focus on synchronous solutions for water supply, wastewater treatment, ensuring fire prevention and fighting safety, protecting natural landscapes, protective forest ecosystems and responding to climate change. Mr. Vien also emphasized that the project development must go hand in hand with a full assessment of the impact on the environment and people's lives; investing in a system of isolated trees, lighting and technical infrastructure to ensure long-term sustainability.

According to the Planning of Thua Thien Hue Province (now Hue City) for the period of 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1745/QD-TTg, Phong Dien Town is identified as a comprehensive development center for industry, trade, services and tourism. In particular, the resort combined with golf course in Dien Hoa Commune (now Phong Phu Ward) is in the list of key projects calling for investment in the period of 2021 - 2030.

During many meetings with KX Group (Korea) - the "enterprise" that the city "chosen to entrust" to research and invest in the project, Chairman of Hue City People's Committee, Mr. Nguyen Van Phuong, hoped that when the project is implemented, it will create momentum for local socio-economic development, increase high-quality tourism and sports products, meet the needs of organizing international golf tournaments, attract investors, create livelihoods and jobs for people, and contribute to promoting Phong Dien Town to develop into a dynamic urban area.
