The Tax Department of Region I, the Tax Department has just sent an open letter to households and individuals doing business in Hanoi and Hoa Binh province about some businesses only accepting cash to "avoid taxes".
In the letter, the Tax Department of Region I sends its sincere greetings and thanks for the cooperation and companionship of households and individuals who have been, are and plan to carry out production and business activities in Hanoi City and Hoa Binh Province (hereinafter referred to as taxpayers) in implementing the provisions of tax laws and other relevant laws.
The Tax Department of Region I said that in recent days, social networks have been spreading a lot of information related to businesses refusing to accept bank transfer payments and only accepting cash to "avoid taxes".
With this information, the Tax authority informs taxpayers as follows: According to the provisions of tax law, revenue subject to value added tax for business households and business individuals is revenue including tax (in cases subject to tax) of all sales and service provision that business households and business individuals enjoy, regardless of whether the money has been collected or not.
The act of hanging a sign "cash only" or writing ambiguous transfer content - for example "loan payment", "coffee fee", "shipping fee"... to make it difficult for authorities to determine revenue does not reduce tax obligations, but on the contrary can become a sign of suspicion for the act of hiding revenue.
At the same time, it also goes against the trend of "Digital Society - Digital Economy - Digital Citizen" and the policy of developing cashless payments of the Party and State.
The Tax Department of Region I stated: In some cases, sellers request to collect additional money from buyers if payment is made by bank transfer, which not only affects the rights of the buyer but also shows signs of violating the law.
The tax authority said that business households and individuals should be alert, learn about legal regulations, not listen to and follow illegal acts such as concealing revenue, lack of transparency in economic transactions; and declare correctly and fully revenue when selling goods and services.
The tax authority is always ready to support and encourage business households and individuals to convert and develop into enterprises to enjoy preferential policies on business investment and tax according to Resolution No. 198/2025/QH15 dated May 17, 2025 on special mechanisms and policies for private economic development.
"In cases where taxpayers intentionally conceal revenue or make dishonest or incomplete tax declarations, they will be subject to additional tax collection, tax assessment, penalties for false declaration, tax evasion, or criminal prosecution," said the Tax Department of Region I.
