Conference to launch emulation movements of Lang Son Provincial Police.

Recently, speaking at the 8th Central Party Congress of the Public Security , term 2025-2030, General Secretary To Lam proposed that the Ministry of Public Security launch the emulation movement "Three best: Most disciplined - Most loyal - Closest to the people" in the entire People's Public Security force.

On November 4, 2025, the Minister of Public Security organized a ceremony to launch the emulation movement in the entire force to successfully implement the Resolution of the 8th Central Party Congress of the Public Security. The emulation movement has the theme: "Discipline is the foundation - Loyalty is the core - Being close to the people is the measure". The implementation period is in the period of 2025-2030.

The "Three Firsts" emulation movement is not just a simple emulation activity but a leadership method of the Party in the People's Public Security, aiming to build a team of cadres who are "loyal to the Party, filial to the people, selfless for the country, serving the people", a vivid demonstration of the unity between Party building, government building and strengthening people's trust in the socialist regime and the People's Public Security force.

Colonel Trieu Tuan Hai, Deputy Director of Lang Son Provincial Police, delivered the opening speech at the conference.

Responding to the emulation movement "Three best: Most disciplined - Most loyal - Closest to the people" is identified as a key task, a measure to evaluate the qualities, capacity and prestige of each collective and individual in the Lang Son Police force.

This is not only an emulation movement but also a process of self-training, self-reflection, self-correction, contributing to building a team of increasingly mature cadres and soldiers, worthy of the trust and love of the Party, State and people.

To contribute to the successful implementation of the emulation movement "For National Security", on May 6, 2021, Lang Son Provincial Police launched the movement "Smile of Soldiers". After 4 years of implementation, the movement has created a strong change from awareness to action of Party committees, heads of Public Security units, localities and all officers and soldiers towards the requirements and tasks of building the image of the People's Public Security of Lang Son.

It can be said that "Smiling Soldiers" has made an important contribution to improving the quality of service to the people, strengthening the people's trust in the People's Public Security force, just as President Ho Chi Minh taught: "Our Public Security is the People's Public Security, serving the people and relying on the people to work".

Delegates attending the conference came from the Departments, Police of communes, wards, and Lang Son Provincial Police.

The Lang Son Provincial Police Party Committee issued Plan No. 20-KH/DUCA, dated October 10, 2025, on summarizing the "Smile of Soldiers" movement and launching the emulation movement "Strong in profession - Strict in discipline - Strong in technology - Strong in people's hearts" in the Lang Son Police to contribute to the successful implementation of the Resolution of the 18th Congress of the Lang Son Provincial Police Party Committee, term 2025-2030.

In order for the emulation movement "Three best" and the emulation movement "Strong in profession - Strict in discipline - Strong in technology - Firm in people's hearts" in Lang Son Police to truly spread strongly and go into depth, Major General Nguyen Tien Trung, member of the Provincial Party Standing Committee, Director of Lang Son Provincial Police, requested all officers and soldiers of Lang Son Provincial Police to be determined to promote the highest spirit of discipline, self-awareness and exemplary behavior.

Each cadre and soldier, first of all the leader, must be a "nuclear force of discipline", a shining example in maintaining internal solidarity, exemplary conduct, and ethics, contributing to building a strong and comprehensive unit.

At the same time, he requested that each officer and soldier in the entire force must always build courage and absolute loyalty to the Party, State and people; always remember: "as long as the Party exists, we exist"; combine moral cultivation and lifestyle with implementing the Six Teachings of Uncle Ho to the People's Public Security, considering it a guideline in all actions, words and deeds.

Representatives of leaders of Departments of Lang Son Provincial Police attended the Conference.

Collectives received Certificates of Merit from the Director of Lang Son Provincial Police in the "Smile of Soldiers" movement.

The Director of Lang Son Provincial Police also emphasized that it is necessary to thoroughly grasp the viewpoint that the people are the target of service, the fulcrum of strength and also the measure of the value of each police officer and soldier. At the same time, each officer and soldier must always pay attention to innovation, creativity, and concretization of emulation movements with practical actions.

At the same time, Lang Son Provincial Police determined to closely link the emulation movement "Three bests", the emulation movement "Strong profession - Strict discipline - Strong technology - Firm people's hearts" with the emulation movement "For national security" and local patriotic emulation movements, determined to successfully implement the resolutions of the Party Congresses at all levels, excellently complete the major goals and policies of the Party, State and the People's Police force, contributing to building a disciplined, elite, modern Lang Son Police force, meeting the requirements and tasks in the new situation.

Leaders of Huu Lung Commune Police and Bac Son Commune signed to implement the emulation movement.

At the conference, the Director of Lang Son Provincial Police also commended and awarded Certificates of Merit to 30 collectives and individuals with outstanding achievements over 4 years of implementing the "Smile of Soldiers" movement.

At the same time, representatives of 13 emulation clusters signed to implement two emulation movements launched by the Party Committee and Leadership of Lang Son Provincial Police.
