On the morning of November 13, the Central Steering Committee's working group grasped the people's situation and public opinion on party congresses at all levels; organized to collect opinions and synthesize comments from cadres, party members and people on draft documents to be submitted to the 14th National Party Congress and had a working session with the Ho Chi Minh City Party Committee.

Chairing the working session were comrades: Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, Deputy Head of the Standing Committee of the Steering Committee, Head of the working delegation; Le Quoc Phong, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

Regarding the situation of the people and public opinion on the Party Congresses at all levels, through the work of grasping the situation of the people and public opinion before, during and after the Party Congresses at all levels, the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, in general, the thoughts and mood of cadres, Party members and people are stable, confident, excited and highly unanimous.

Public opinion assessed that the preparations for congresses at all levels were thoughtful and serious, with elaborate documents that accurately reflected the city's development reality.

The work of guiding the organization of the publication of draft documents of the 14th National Party Congress; organizing the collection of opinions and synthesizing comments from cadres, party members and people on the draft documents to be submitted to the 14th National Party Congress; the work of publishing and propagating the draft documents of the 14th National Party Congress is widely carried out by localities and units in many diverse forms.

The consultation was organized seriously, closely and effectively, becoming a widespread political activity in 168 party committees of communes, wards, special zones, 5 party committees directly above the grassroots level, 10,641 grassroots party organizations and all classes of people in the city. The comments showed enthusiasm, responsibility, depth and practicality in the draft documents submitted to the congress.

In addition, the Standing Committee of the City Party Committee, the People's Council, and the People's Committee of Ho Chi Minh City have seriously, resolutely, and synchronously implemented the two-level government model, ensuring that the organization of the two-level government model is carried out seriously and substantially. The Propaganda and Mass Mobilization Department of the City Party Committee has organized many forms of grasping the situation of public opinion, including meetings, online surveys, and monitoring on cyberspace.

In addition, the Standing Committee of the Ho Chi Minh City Party Committee has proactively and promptly implemented Directive No. 47-CT/TW of the Secretariat on strengthening the Party's leadership over public opinion work in the new situation; directed Party committees at all levels, Party organizations, agencies and units in the entire Party to organize dissemination, study and develop specific implementation plans, in accordance with the functions and tasks of each locality and unit.

Speaking at the working session, comrade Pham Tat Thang, Deputy Head of the Central Propaganda and Mass Mobilization Commission, highly appreciated the drastic direction of the Standing Committee and the Standing Committee of the City Party Committee in synchronously deploying a large volume of work in all fields of work and achieving many outstanding results in the work of grasping the situation of the people and public opinion, as well as in guiding the organization of collecting opinions and synthesizing people's comments on the draft documents of the 14th National Party Congress.

Besides the achieved results, the City still has some difficulties and problems that need attention, such as: weak commune-level infrastructure, unclear decentralization and delegation of power; cumbersome procedures; uneven staff capacity and unsynchronized information technology infrastructure...

Comrade Pham Tat Thang suggested that the city continue to promote propaganda and widely disseminate the contents of the draft documents submitted to the 14th National Party Congress and "Report on some new and important issues in the Draft Documents submitted to the 14th National Party Congress", ensuring that all classes of people have full access and have grounds and basis when participating in contributing opinions.

The city needs to maximize the role of the press, multimedia, digital platforms and social networks; promote new, attractive and accessible forms of communication, especially for union members, youth, workers and ethnic minorities.

The city needs to increase the dissemination of dedicated opinions with high theoretical and practical value, thereby spreading the spirit of democracy and responsibility, strengthening trust and creating social consensus towards the 14th National Party Congress.
