Hanoi Convention contributes to reshaping the framework for combating cybercrime

The United Nations Convention against Cybercrime (Hanoi Convention) can be considered one of the important documents of the United Nations, contributing to reshaping the fight against crime in global cyberspace in the coming time.

This is the opinion of Mr. Vu Ngoc Son, Head of Research, Technology Development Consulting and International Cooperation - National Cyber ​​Security Association in an interview with Nhan Dan Newspaper reporter.

In an interview with Nhan Dan Newspaper about the role and significance of the Convention, Mr. Son emphasized: "The Hanoi Convention can be said to be one of the very important documents of the United Nations, because it will contribute to reshaping the fight against cybercrime in the coming time."

Accordingly, the Hanoi Convention addresses four main pillars. The first is criminalizing acts related to cybercrime.

According to Mr. Son, currently, the legal framework between countries still has differences; some countries do not consider cyber attacks or data intrusion as crimes. Therefore, the unification of criminalization in the Convention will be an important step forward, creating a common legal basis in the fight against cross-border and transnational crimes.

The second pillar relates to identifying and preventing risks in cyberspace; while the third pillar is international cooperation.

The representative of the National Cyber ​​Security Association emphasized that, with the characteristics of cybercrime, no country can effectively respond on its own, as criminal groups often operate across borders: They can reside in one country, use the infrastructure of another country to attack a third country. Therefore, strengthening coordination between countries is a key factor to improve the effectiveness of crime prevention and control.

The fourth pillar is capacity building and technical support. According to Mr. Son, this is a prerequisite, because the level and response capacity of countries are still different.

Developed countries in technology and cyber security need to support developing and underdeveloped countries, help improve capacity, and share techniques to create a more even ground in the ability to respond to and deal with cybercrime.

Mr. Vu Ngoc Son said that all four pillars mentioned above require a combination between the public and private sectors.

Regarding capacity building and technical support, in addition to the role of state agencies, it is necessary to mobilize the participation of technology enterprises, because most of the new solutions and technologies are currently in the private sector.

Mr. Vu Ngoc Son stated that the National Cyber ​​Security Association is expected to become a bridge between state management agencies and technology enterprises, and at the same time connect associations of countries, forming a network to share information, technology and expertise, and promptly handle incidents in cyberspace.

Regarding the completion of the legal corridor, Mr. Son said that regulations on cyber security and the fight against cybercrime must be consistent with international practices and the development level of each country.

During that process, the voices of experts and technology businesses are an important source of reference to help management agencies build standards and regulations that both ensure network security and do not hinder economic and technological development.

He emphasized that the National Cyber ​​Security Association will actively participate in implementing the Hanoi Convention, especially in the contents of cooperation, technology transfer, training, raising awareness for users and perfecting the legal corridor. These are all key tasks, which have also been the operating principles of the Association since its establishment.
