How much does it cost to set an Olympic record ?
On August 7, chaired by the Deputy Minister of Culture, Sports and Tourism, the Conference to collect expert opinions on the draft Decree replacing Decree No. 152/2018 dated November 7, 2018 of the Government regulating a number of regimes for sports coaches and athletes during training and competition periods received many valid opinions.
For Vietnamese sports to have more Olympic champions like Hoang Xuan Vinh, the government needs to make a breakthrough in welfare policies.

For a long time, the issue of treatment for coaches and athletes has always been a hot topic, because the state's salary policy has been adjusted many times in the past, but the regime for the sports industry has not been adjusted, leading to many difficulties in the lives of athletes. Decree 152 stipulates a number of regimes for coaches and athletes during training and competition periods, stating: Athletes at the national team level receive a regime of 270,000 VND/day, while the regime for young athletes is 215,000 VND/day. Calculated, the average monthly income of an athlete is about 8 million VND, while young athletes are only about 6.45 million VND. According to Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong, there must be good policies to retain talent.
There have been breakthroughs in the draft amendment proposed by the Vietnam Sports Administration, which is currently receiving comments from ministries, departments, branches and localities for completion and amendment. First, the reward for medals is proposed to increase from 4 to 10 times. Specifically, the reward for Olympic gold medals is proposed to increase from 350 million VND (stipulated in Decree 152) to 3.5 billion VND, Olympic silver medals to increase from 220 million VND to 1.75 billion VND, Olympic bronze medals to increase from 140 million VND to 875 million VND, breaking Olympic records is proposed to be rewarded 875 million VND (the old level is 140 million VND).
At ASIAD, the proposed reward for gold medalists is increased from 140 million VND to 700 million VND, silver medalists from 85 million VND to 350 million VND, bronze medalists from 55 million VND to 175 million VND, and breaking ASIAD records from 55 million VND to 175 million VND.
At the Youth Olympics, the proposed increase in gold medals is from 80 million VND to 400 million VND, silver medals from 50 million VND to 200 million VND, bronze medals from 30 million VND to 100 million VND, and record-breaking medals from 30 million VND to 100 million VND.
At the SEA Games, the increase, though slight, is still around 30% for each medal. For example, the gold medal prize is proposed to be increased from 45 million VND to 60 million VND.
DOUBLE THE REGIME FOR ATHLETES AND COACHES
In the draft replacement decree, the regime for athletes and coaches during the training and competition period is also proposed to be doubled. National team athletes will receive 16 million VND/month (540,000 VND/day, instead of 270,000 VND/day), and young athletes will receive 13 million VND/month (430,000 VND/day instead of 215,000 VND/day). In particular, female coaches and female athletes who are members of the national team, youth team, team, youth team of the industry, province, city directly under the Central Government will receive a subsidy of 1.5 million VND/month.

Proposal for special regime for athletes with excellent achievements: Olympic medalists receive a subsidy of 40 million VND/month, and ASIAD gold medalists receive 20 million VND/month. The subsidy period is 4 years from the time of achieving achievements at the Olympics to the next Olympics. This is a very positive number, helping athletes to fully focus on their expertise and gain more motivation to conquer the peak, without worrying about remuneration. Vietnamese sports can only attract talent if there is a satisfactory policy, suitable for the dedication, contributions, silent sacrifices, and risks that athletes have to face every day.
Another breakthrough in the draft is that coaches and athletes will receive a higher nutritional regime during domestic training sessions, with 405,000 VND/day for national team and national youth team athletes (an increase of 40% compared to 290,000 VND/day).
In addition, coaches and athletes called up to national sports teams to prepare for the SEA Games, ASIAD and Olympics are entitled to a nutritional regime of 607,000 VND/day for a period of no more than 90 days. This is also a new feature, because in Decree 152, only athletes in the group capable of winning medals are entitled to a special nutritional regime of 400,000 VND/day. The sharp increase in nutritional regime is expected to help athletes have a more complete diet and care, in the context that Vietnamese athletes' meals still have modest nutritional content and are inconsistent and unselective compared to developed sports.
ENSURE ATHLETES' FUTURE AFTER RETIREMENT
Recently, Thanh Nien Newspaper published a series of articles titled After the halo , reflecting the difficult and thorny lives of many top athletes after retirement, stating the view that although the Government and the sports industry have had policies to guide careers and create jobs for athletes after retirement, there are still things that need to be changed.
Minister of Culture, Sports and Tourism Nguyen Van Hung once acknowledged: There are still many shortcomings in solving the employment problem for athletes after their peak period, mainly due to the fact that the career transition is not suitable for the athletes. Many athletes after retirement want to study coaching or sports management, but only about 15% can pursue this career, because the number of coaches and managers needed to be recruited is much less than the number of athletes. The rest will switch to new careers that may not be related to the skills they have been trained in. To ensure the future of athletes, both the education policy, cultural knowledge training and vocational skills teaching need to take new steps.
In the draft replacement decree, regarding the policy of cultural training and job creation for athletes, there has been a breakthrough when proposing to allow athletes with excellent achievements in national or international sports competitions to be considered for special graduation from middle school or high school if the exam time coincides with the time the athlete trains abroad or participates in international sports competitions according to regulations of the Ministry of Education and Training.
The sports sector also proposed that athletes who won medals at the Olympic Games and ASIAD would enjoy the following policies: being recruited as teachers. The requirements for training standards in this case are lower than the standard training level for teachers teaching at the corresponding education level and training level; after being accepted as teachers, they will be appointed to the title of teacher or lecturer and will be paid, enjoy the regimes and policies according to the regulations for the job position.
At the same time, athletes are accepted as civil servants if they meet the registration conditions and requirements of the job position, or are given priority points in recruiting workers at sports facilities when they have the qualifications and professional capacity appropriate to the requirements of the recruitment position; during the probationary period, they are entitled to 100% of the salary and allowances of the professional title corresponding to the job position.
In addition, the welfare and insurance regimes for coaches and athletes are also proposed to be improved in the draft, to ensure maximum benefits. Currently, the draft decree replacing Decree 152 is still being discussed and commented on to complete before submitting to the Government.
