
Accordingly, the Tax Department requires local Tax Departments to conduct surveys, compare and complete the database of business households; classify subjects according to their readiness for conversion and organize direct or online surveys to update information. Data collection will be automatically aggregated to serve the analysis and assessment of implementation progress nationwide.
In particular, the Tax Department identifies that propaganda and support for business households is a key task. The Tax Department requires units to focus on training and disseminating policies to all tax officials; at the same time, deploy diverse and flexible support activities suitable for each group of business households. Tax authorities at all levels will coordinate with local authorities, departments, branches and mass organizations to propagate, guide, train and support electronic tax declaration and payment, use of electronic invoices generated from cash registers and tax applications such as Etax Mobile.
The Tax Department also requested localities to continue to strengthen tax management solutions for business households. Accordingly, classify business households according to revenue scale to apply appropriate management methods; strengthen digital transformation, ensure 100% of business households and individuals declare and pay taxes electronically. Provincial and municipal tax authorities must establish a Steering Committee to implement the Project, develop specific plans for each stage, ensure progress, quality and consistency in direction and administration.
Local tax chiefs are required to thoroughly grasp the sense of responsibility and public ethics, and absolutely not to cause trouble or harassment to taxpayers. The entire survey and completion of the business household database must be completed before November 15, 2025, as a basis for implementing the transformation of the tax management model nationwide.
The Tax Department emphasized that the Tax Heads of provinces and cities are responsible for directing, monitoring, and inspecting the implementation progress, proactively handling any arising problems; and at the same time, organizing coordination, transferring or timely supplementing human resources between management areas to ensure timely and effective implementation of the assigned tasks.
