During the question and answer session, many delegates of the City People's Council focused on promoting responsibility, questioning many contents of voters' concerns and recommendations such as: What are the solutions to orient the development of agricultural tourism when there are currently many shortcomings and no specific instructions; many investors are worried about the large investment costs, slow capital recovery time and the future of homestay tourism business activities, which need clearer guidance from state management agencies; solutions to overcome difficulties and support farmers in developing agriculture in the direction of high technology; what are the solutions to implement the liberation and dismantling of net houses and greenhouses according to the proposed resolution? The quality of the implementation of the project to plant 3.8 million trees, on the management of agricultural tourism development, rural tourism associated with new rural construction; on the roadmap for converting and developing agricultural production applying high technology to adapt to climate change; How is the management of food safety and hygiene for street food?; The control of input materials and food origins at wedding restaurants, eateries, and schools is still open, so solutions to strengthen management are proposed; solutions to overcome environmental pollution at settling lakes and Xuan Huong Lake have not been thoroughly resolved, and what measures should be taken in the coming time to ensure a green - clean - beautiful city; what is the progress of handling violations in construction order at the Cu Hill - Golf Course project, when will it be completed, when will the beautiful landscape space be restored to its original state for the city?; effective management solutions for state-owned villas and apartments?; what solutions ensure fire prevention and fighting safety, and ensure the safety of people's lives, especially in densely populated areas, motels, and hotels?...

Representatives of the Department of Economics , Natural Resources and Environment, Health, Public Security, etc. received the opinions of the delegates and answered questions related to the responsibilities of the industry and management areas. The leaders of the departments and units clarified a number of shortcomings and inadequacies in the implementation of their duties and powers, clearly identified the causes and proposed solutions to overcome them in the assigned areas. At the same time, advisory agencies and specialized agencies proposed solutions to overcome the limitations in implementing tasks for the last 6 months of 2024.

The meeting unanimously passed 14 important resolutions on various fields to promptly meet the requirements of Da Lat City's development management. Typically, the resolution on tasks and solutions for the city's socio-economic development in the last 6 months of 2024; approval of the city's total budget revenue and expenditure settlement in 2023; public investment plan in 2025; adjustment and supplementation of a number of contents on finance, budget and public investment plan in 2024; national target program on new rural construction; 2025 monitoring program of the City People's Council; measures to ensure the implementation of democracy at the grassroots level and the organization of the city government.

Speaking at the closing session, Standing Deputy Secretary of the City Party Committee, Chairwoman of the Da Lat City People's Council Ngo Thi My Loi emphasized: "2024 is the year the city strives to basically complete all targets in the 5-year plan 2021-2025. Therefore, I propose that the City People's Committee and state management agencies, public service units, and wards and communes in the city focus on reviewing all socio-economic indicators of the city in 2024 according to the scope of functions, tasks and programs, plans, and projects assigned to be in charge of implementation, to have drastic measures to direct and accelerate the implementation of contents and tasks that have not been achieved compared to the plan; strive to achieve and exceed all local socio-economic development targets in 2024, especially the budget revenue and public investment targets; pay special attention to implementing solutions to restore and develop production and business activities, stimulate demand trade and services; create favorable conditions for the city's socio-economic development in the remaining years of the 2021-2025 term.

Develop solutions to overcome shortcomings and limitations in state management activities and direction in the first 6 months of the year in the fields of budget collection, public investment, forest protection management, urban management, environmental pollution; strengthen measures to promote the development of agricultural economy, tourism and service economy in the spirit of thematic Resolutions of the Da Lat City Party Committee; pay special attention to ensuring the political security, social order and safety of the city, creating a healthy and safe environment to attract investment.

Direct the implementation of the completion of the 2024 public investment plan, especially the works and projects adjusted and supplemented in 2024 that have been assigned by the province during the year; focus on urging the implementation of public investment in national target programs in new rural communes. Urgently direct investors to establish technical documents and estimates of works and projects that have been approved by the City People's Council for investment policy in 2025, submit for appraisal and approval for early implementation in the first months of 2025. Continue to direct the implementation of the remaining contents in the implementation of the smart city construction project for the period of 2018-2025 according to Decision No. 1365/QD-UBND dated July 5, 2018 of the Lam Dong Provincial People's Committee. Promote the implementation of commitments to implement the UNESCO Creative City of Music for the period of 2024-2027.

Pay attention to directing the settlement of legal and legitimate opinions and recommendations of city voters before and after the 14th session, reporting the settlement results to the City People's Council at the regular session at the end of 2024.
