Important contribution to protecting national digital sovereignty
On September 5, the Department of Information Security, an important unit of the Ministry of Information and Communications, celebrated its 10th anniversary. This is an opportunity for the staff of the Department of Information Security to look back on the past journey; express gratitude for the efforts and support of generations of leaders of the IT&T industry, the Department of Information Security, partners and businesses; and look forward to a new development path.
The event was attended by Minister of Information and Communications Nguyen Manh Hung; Deputy Chairman of the National Assembly's Committee for Science, Technology and Environment Nguyen Phuong Tuan; former Minister of Posts and Telecommunications Do Trung Ta; former Permanent Deputy Minister of Posts and Telecommunications Mai Liem Truc; Deputy Ministers and former Deputy Ministers of Information and Communications.
Recognizing, praising, congratulating and thanking the Department of Information Security for its contributions over the past 10 years, Minister Nguyen Manh Hung pointed out: The Department of Information Security has made an important contribution to protecting national digital sovereignty, protecting the ideological foundation of the Party, the regime and protecting the image of the country and Vietnamese people in cyberspace. "The Department of Information Security can be completely proud of its achievements over the past 10 years, proud of its organization and people" , the Minister emphasized.
The Information Security Department was established and officially put into operation on September 9, 2014. From the first few officers, after 10 years, this unit has more than 150 officers and the organization and information security apparatus have been consolidated from the central to local levels.
The institutional system has been built and perfected, from laws to decrees and guiding circulars. The awareness of authorities at all levels, people and businesses about information security has been constantly improved. Up to now, any IT project has an information security component.
Along with that, there are over 100 Vietnamese information security enterprises that have mastered most of the information security products and account for more than 50% of the market share of information security products and services; some enterprises have gone abroad to compete globally. Notably, according to the assessment and ranking of network safety and security conducted by the International Telecommunication Union - ITU, Vietnam has increased its ranking from 100th to 25th globally.
Sending wishes to all officers and employees of the Vietnam Information Security Agency on the occasion of its 10th anniversary, Mr. David Koh, CEO of the Cyber Security Agency in Singapore, also expressed his desire to maintain cooperative relations with Vietnam and other ASEAN countries, working towards the common goal of improving cybersecurity in the region.
Sharing with VietNamNet reporters at the event, Director of the Department of Information and Communications of Thua Thien Hue province Nguyen Xuan Son highly appreciated the sense of responsibility of the Department of Information Security with localities. According to him, the specialized agency for network information security of the Ministry of Information and Communications not only enthusiastically supported and provided thoughtful guidance but also promptly coordinated the implementation of technical solutions, shared difficulties and created conditions for localities to complete their tasks.
Writing a new page in the history of information security
Speaking at the ceremony, referring to the 10-year development cycle of an organization, Minister Nguyen Manh Hung said that the Ministry of Information and Communications transferred Mr. Le Van Tuan to the position of Director of the Department of Information Security with the hope of opening a new development phase, writing a more glorious new page for the unit. The next generation inherits the past and must surpass the previous generation. Only then can the organization develop and survive.
The head of the IT&T sector also pointed out that ensuring network safety and security is a prerequisite for national digital transformation, a prerequisite for Vietnam to break through and develop. Our Party has identified digital transformation as the main driving force for Vietnam to become a developed country.
“The field of cyber security must take on the mission of ensuring safety and security for national digital transformation. Vietnam must become a powerhouse in cyber security and safety to be able to protect Vietnam's prosperity in cyberspace. In real life, there are two strategic tasks: building and protecting the Fatherland, and in cyberspace, we also have two strategic tasks: building and protecting the Fatherland,” Minister Nguyen Manh Hung requested.
According to Minister Nguyen Manh Hung, the change in the next 10 years of the Department of Information Security is a revolutionary change. General Secretary and President To Lam has identified digital transformation as a revolution and emphasized that promoting digital transformation associated with ensuring security and safety is an objective factor for Vietnam to make a breakthrough in the new era. Therefore, information security must also carry out a revolution. This revolution is the mission of the Department of Information Security and Director Le Van Tuan in the next 10 years.
Through analyzing some major changes in the field of information security, Minister Nguyen Manh Hung also outlined a series of requirements and tasks for the Department of Information Security to write a new page for this field. That is, the Department of Information Security must take responsibility for protecting cyberspace safety for 100 million Vietnamese people, more than 7,000 IT systems of Party and State agencies, protecting cyberspace activities of nearly 1 million enterprises, 5 million individual business households, 26 million households, 14,000 medical facilities and 44,000 schools.
The Information Security Department must also be at the forefront of digital technology, mobilizing the excellence of the entire national and global technology force to develop digital tools and digital weapons; building for itself a strategy in cyberspace in the way of fighting Vietnam; must select, attract and train to have many people with different excellences...
Expressing the wish that in the next 10 years, the Information Security Department will continue to write a new, more glorious history, the head of the Information and Communications sector pointed out: An organization that wants to go far, wants tomorrow to be more glorious than yesterday, must inherit the past, open the future with a bigger dream.
“Let’s set great problems to create greatness for the information security field. The excellence of a field first comes from excellent requirements and excellent problems. That is, it comes from the great dream of the leader of the Information Security Department, to thereby contribute to the formation of the Vietnamese cybersecurity industry,” Minister Nguyen Manh Hung emphasized.
From the direction of the head of the Information and Communications sector, Director of the Department of Information Security Le Van Tuan promised to work with the staff of the Department to find solutions to the concerns about what needs to be done to be worthy of the traditions that previous generations have built; overcome challenges, take advantage of opportunities from digital transformation to open up new spaces, bring the unit to continue to develop, and contribute more to building and protecting the Fatherland and protecting the regime in cyberspace.

New approach needed to enhance information system defenses Emphasizing the need for a new approach to enhance the resilience of information systems, Minister Nguyen Manh Hung pointed out that the key is to protect data and quickly restore operations after incidents.
