Although local authorities have advised people not to travel on the roads during the time when storm No. 13 makes landfall, some people still travel and are swept away by the water. Fortunately, they were promptly rescued by authorities.
Due to the impact of storm No. 13, Dong Xuan commune, Dak Lak province has heavy wind and rain, and fast flowing water.
At about 8:00 p.m. on November 6, when storm 13 was making landfall, Mr. Nguyen Huu Duoc, born in 1972, residing in Dak Lak, and a driver were traveling in a 5-seat Toyota car from Dak Lak to Gia Lai . When they reached the Ho Chong bridge area in Long Thach village, Dong Xuan commune, 20 meters from the railway along Highway 19C, the strong current pushed the car back. The two people in the car managed to escape and cling to a nearby bamboo bush and call for help.

Mr. Ho Tan Duc, a local resident, discovered the incident and reported it to the local authorities. At around 10:30 p.m., the rescue team of Dong Xuan commune and local residents were able to reach the scene to help.
Mr. Ho Tan Duc bravely held onto a life buoy and swam through the rushing water to reach the victims. Rescuers on shore used ropes to help Mr. Duc pull the two victims safely to shore. At the scene, the two victims only suffered minor injuries, and the car was swept away more than 10 meters.
