Accordingly, the Chairman of the People's Committee of Da Nang City issued Decision No. 2335/QD-UBND on approving targeted supplementary support for communes and wards to provide emergency support to overcome the consequences of natural disasters (phase 1).

Accordingly, the heavy rains that have lasted for the past few days have caused landslides and widespread flooding, causing heavy losses in human lives and property. The city has decided to provide emergency support of VND210 billion to 72 communes and wards, aiming to directly provide aid to affected people and promptly restore essential infrastructure works, helping people stabilize their lives soon.

Meanwhile, in Ha Tinh province, heavy rains and floods lasting for many days have caused many schools to be deeply submerged, roads to be cut off, and the studies of tens of thousands of students to be interrupted.
According to the Ha Tinh Department of Education and Training, as of the morning of November 3, the whole province still had 18,464 students who could not go to school due to the impact of floods. Of which, there were 28 preschool, primary and secondary schools with 13,417 students; 3 high schools with 3,528 students; and more than 1,500 students at continuing education centers and intermediate and college facilities were still temporarily absent from school.

The local education sector requires schools to closely monitor weather developments, proactively provide information, ensure absolute safety for teachers and students, and prepare plans to clean and disinfect classrooms to soon resume teaching when conditions permit.

According to the Ha Tinh Province Civil Defense Command, from the night of October 29 to November 3, due to the influence of increased cold air combined with high-altitude easterly winds, the area experienced heavy to very heavy rain, especially in the southern coastal plains. Prolonged heavy rain caused widespread flooding, forcing localities to evacuate thousands of households to safety.

Specifically, Cam Due commune evacuated 795 households with 1,395 people; Cam Binh commune evacuated 560 households with 1,880 people; Ha Huy Tap ward evacuated 225 households with 397 people. The whole province still has 5,377 flooded houses, of which Cam Due commune alone has 2,434 houses, Cam Binh commune 2,184 houses, Cam Xuyen commune 227 houses and Ha Huy Tap ward 520 houses. Many inter-village and inter-commune roads are still deeply flooded, traffic is partially cut off.
