Overview of the National Highway 14D upgrade project
The project to upgrade and expand National Highway 14D through Da Nang City has just been announced with a total investment of 4,518 billion VND. This road, over 74 km long, is an important part of the East-West Economic Corridor 2, connecting the Ho Chi Minh Highway with the Nam Giang International Border Gate. The project is expected to be completed and put into operation from the first quarter of 2028.
National Highway 14D is currently the only route to the mountainous and western border areas of the city, playing a vital role in connecting the region with seaports and airports. However, the road currently has low technical standards, a narrow surface, and many steep slopes, posing difficulties for transport vehicles, especially container trucks.

Current status and necessity of the project
According to the Project Management Board for Investment and Construction of the former Quang Nam province (now Da Nang city), the existing National Highway 14D has a road surface mainly consisting of asphalt and cement concrete. The roadbed width is only 6.5 m, while the road surface width ranges from 3.5 m to 5.5 m, only meeting the standards of a Class V road in mountainous areas. The terrain passes through a complex hilly and mountainous area, posing many traffic risks.
Upgrading the road is an urgent requirement to improve transport capacity, ensure traffic safety, and promote socio-economic development, especially trade activities through the Nam Giang International Border Gate.
Scale and detailed specifications
Route and length
The project starts at Km0+00, intersecting with the Ho Chi Minh Highway (Km1332+610) in Ben Giang commune, Da Nang city. The end point is at Km74+400, the Nam Giang International Border Gate area, in La Deee commune, Da Nang city. The total length of the route is 74.4 km, passing through three communes: Ben Giang, Nam Giang, and La Deee.

Scale of the cross-section and bridge components
After the upgrade, the roadbed width will be expanded to 9 m, including a 6 m road surface and 1.5 m shoulders on each side. The section from Km70+691.83 to Km71+820.34 will be constructed according to the Nam Giang Border Gate Economic Zone plan, with a roadbed width ranging from 12.5 m to 33 m.
The entire route will include a total of 31 bridges, of which 28 will be newly constructed and 3 existing bridges will be utilized. The new bridges include 12 large bridges, 11 medium bridges, and 8 small bridges.
Project impact and implementation schedule
The total land area planned for the project is 286 hectares. Of this, agricultural land accounts for the largest proportion with 120 hectares (41.9%), followed by forest land with approximately 65.5 hectares. Rural residential land affected accounts for a low percentage (2.15%) due to the sparse population in the area.

Regarding funding, the project utilizes 4,513 billion VND from increased revenue and savings in the central government budget, and approximately 5 billion VND from the provincial budget for investment preparation.
The project progress is divided into the following main phases:
- Investment preparation phase: During 2025.
- Construction phase: From 2025 to 2027 (estimated 24 months).
- Completion and handover: Q1/2028.
Context of regional infrastructure planning
The upgrading of National Highway 14D is part of the region's comprehensive transportation infrastructure development strategy. Prior to this, the Da Nang - Quang Ngai expressway, which opened in 2018, created a modern North-South transportation axis. In addition, the planning of the former Quang Nam province also includes the construction of 10 other provincial roads to enhance inter-regional connectivity and create momentum for development throughout the Central region.
