Implementing the direction of the Central Government, the Chairman of the People's Committee of Da Nang City has issued an official dispatch requesting localities to urgently review and inspect areas at risk of deep flooding, landslides, flash floods, and proactively evacuate people to safe places. On November 6, coastal localities organized the evacuation of hundreds of households in vulnerable areas, riverside areas, coastal areas, and low-lying areas.
According to information from the Da Nang Military Command, 1,182 households have been evacuated to shelters, of which 163 households in mountainous communes have been evacuated in a mixed manner; 883 households in flooded areas have been relocated in a mixed manner and 136 households have been relocated in a concentrated manner.


Since the morning of November 6, the Fire Prevention and Rescue Police Team on the River (Fire Prevention and Rescue Police Department of Da Nang City Police) has mobilized specialized canoes to coordinate with the Waterway Police Team and Son Tra Ward Police to organize mobile propaganda at the fishing port and Tho Quang fishing port.
Authorities directly went to each anchorage area to guide fishermen to arrange their boats properly, keep a safe distance, avoid collisions and explosions; and at the same time, absolutely required not to stay on the boat when ordered to evacuate.
At the same time, the People's Committee of Da Nang City requested upstream hydropower plants such as Song Tranh 2, A Vuong, and Song Bung 4 to gradually lower the reservoir water level to flood-receiving elevation, to be completed before 5:30 a.m. on November 7, in order to proactively regulate and reduce the risk of flooding in downstream areas.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of November 6 to November 7, Da Nang and neighboring provinces will have heavy to very heavy rain, with total rainfall ranging from 100-300mm, in some places over 400mm, accompanied by thunderstorms, lightning and strong gusts of wind. There is a high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas.
To proactively respond, the Traffic Police Department announced a temporary road closure on the Da Nang - Quang Ngai Expressway, from Km64 (Tam Ky intersection) to Km131+500 (Quang Ngai intersection), starting from 6:30 p.m. on November 6, 2025 until further notice. The Traffic Police Department recommends that people, drivers and vehicles proactively monitor weather information, adjust travel routes appropriately, do not stop, park or take shelter from storms on the expressway to avoid safety risks, and find safe shelter and follow the instructions of the authorities. Faced with the complicated developments of storm No. 13, gusting at level 16 approaching the mainland, hundreds of fishing boats of fishermen in Da Nang and neighboring localities have urgently anchored safely at Tho Quang fishing port (Son Tra ward, Da Nang city) to avoid the storm and deploy measures to secure and protect their vessels, ready to respond to any bad situations that may occur.
