The Executive Committee of the Da Nang City Party Committee unanimously passed Resolution No. 25-NQ/TU, agreeing that the number of commune-level administrative units after the arrangement is 19 administrative units (including 15 wards, 3 communes and 1 special zone).

On April 17, the Da Nang City Party Committee issued a resolution of the 19th meeting of the City Party Executive Committee, Term XXII "on the arrangement of commune-level administrative units in the city".

Accordingly, the Project on rearranging and reorganizing commune-level administrative units in the city was agreed upon with 19 commune-level administrative units, including 15 wards, 3 communes and Hoang Sa special zone.

Require relevant units to urgently complete the content of the draft Project on rearranging and reorganizing commune-level administrative units in Da Nang city. Ensure compliance with principles, orientations, criteria, quality and progress as required by the Central Steering Committee in Plan No. 47.

At the same time, organize to collect public opinions from April 19 to April 21, submit to the City People's Council on April 24, complete the dossier to submit to the Government before May 10.

Relevant units focus on developing plans to arrange leaders and managers of commune-level government in conjunction with arranging staff, civil servants and public employees at agencies, localities and units at district and commune levels to meet task requirements.

In addition, develop a plan to end the use of part-time workers at the commune level in accordance with the practical situation of the city and implement the regime and policies for part-time workers according to regulations. Develop a plan to use the working headquarters of the old district and commune-level administrative units and arrange the working headquarters of the (new) commune-level administrative units after the rearrangement.

The Resolution of the Da Nang City Party Committee also requires developing a plan to arrange public service units associated with the activities of the People's Committees of wards and communes after the arrangement; the above plans must be completed before May 15, developing a plan to manage and use finance, assets, documents and digitalize documents of district- and commune-level agencies and organizations before the arrangement, to be completed before June 30.

At the same time, it is necessary to proactively guide the arrangement of district and commune-level officials and perfect the organization of local government at the commune level; perfect the information system for handling administrative procedures to serve people and businesses, ensure connection, interconnection, and integration of data between the grassroots level and the city level and the national database, ensure no interruptions, delays, or omissions of tasks, and strive to achieve the highest economic growth targets in 2025, completed before May 30.

It is expected that there will be 19 new wards, communes and special zones.

The arrangement plan and expected list of commune-level administrative units of Da Nang city are as follows:

Establishing Hai Chau 1 ward on the basis of merging the original status of 3 wards: Hai Chau, Phuoc Ninh, Binh Thuan (currently belonging to Hai Chau district);

Establish Hai Chau 2 ward on the basis of merging the original status of 3 wards: Thanh Binh, Thuan Phuoc, Thach Thang (currently belonging to Hai Chau district);

Establishing Hai Chau 3 ward on the basis of merging the original status of 3 wards: Hoa Thuan Tay, Hoa Cuong Bac, Hoa Cuong Nam (currently belonging to Hai Chau district);

Establish Thanh Khe 1 ward on the basis of merging the original status of 3 wards: Xuan Ha, Chinh Gian, Thac Gian (currently belonging to Thanh Khe district);

Establish Thanh Khe 2 ward on the basis of merging the original status of 3 wards: Thanh Khe Tay, Thanh Khe Dong, An Khe (currently belonging to Thanh Khe district);

Establish Son Tra 1 ward on the basis of merging the original status of 3 wards: Phuoc My, An Hai Bac, An Hai Nam (currently belonging to Son Tra district);

Establish Son Tra 2 ward on the basis of merging the original status of 3 wards: Tho Quang, Nai Hien Dong, Man Thai (currently belonging to Son Tra district);

Establishing Ngu Hanh Son 1 ward on the basis of merging the original status of 3 wards: My An, Khue My, Hoa Hai (currently belonging to Ngu Hanh Son district);

Establishing Ngu Hanh Son 2 ward on the basis of merging Hoa Quy ward (currently belonging to Ngu Hanh Son district) and Hoa Phuoc commune (currently belonging to Hoa Vang district);

Establish Lien Chieu 1 ward on the basis of merging the original status of Hoa Khanh Nam ward (currently belonging to Lien Chieu district) and Hoa Son commune (currently belonging to Hoa Vang district);

Establish Lien Chieu 2 ward on the basis of merging the original status of Hoa Khanh Bac ward (currently belonging to Lien Chieu district) and Hoa Lien commune (currently belonging to Hoa Vang district);

Establish Lien Chieu 3 ward on the basis of merging the original status of 2 wards: Hoa Hiep Bac, Hoa Hiep Nam (currently belonging to Lien Chieu district) and Hoa Bac commune (currently belonging to Hoa Vang district);

Establish Cam Le 1 ward on the basis of merging the original status of 3 wards: Hoa Tho Tay, Hoa Tho Dong, Khue Trung (currently belonging to Cam Le district);

Establish Cam Le 2 ward on the basis of merging the original status of 2 wards: Hoa An, Hoa Phat (currently belonging to Cam Le district) and Hoa Minh ward (currently belonging to Lien Chieu district);

Establish Cam Le 3 ward on the basis of merging the original status of Hoa Xuan ward (currently belonging to Cam Le district) and Hoa Chau commune (currently belonging to Hoa Vang district);

Establish Hoa Vang 1 commune on the basis of merging the original status of 2 communes: Hoa Phong and Hoa Phu (currently belonging to Hoa Vang district);

Establish Hoa Vang 2 commune on the basis of merging the original status of 2 communes: Hoa Tien and Hoa Khuong (currently belonging to Hoa Vang district);

Establish Hoa Vang 3 commune on the basis of merging the original status of 2 communes: Hoa Ninh, Hoa Nhon (currently belonging to Hoa Vang district);

Formation of Hoang Sa special zone (commune-level administrative unit) on the basis of the current status of Hoang Sa island district.

Also according to this Resolution, Da Nang will adjust part of the natural area (1.70km²) and part of the population size (5,272 people) of Hoa Phuoc commune (currently belonging to Hoa Vang district) to merge into Hoa Xuan ward (currently belonging to Cam Le district).

In addition, adjust part of the natural area (8.40km²) and part of the population size (1,342 people) of Hoa Lien commune (currently belonging to Hoa Vang district) to merge into Hoa Bac commune (currently belonging to Hoa Vang district).
