At the regular Government meeting in May 2025 held on June 4, Minister of Home Affairs Pham Thi Thanh Tra said that last May was a very special month, a "sprint" month when we both carried out the tasks and goals of promoting socio-economic development with optimistic results, and were determined to reorganize administrative units at all levels as well as local governments at two levels with the strong direction of the Government, the Prime Minister and the entire political system.

As a result, up to now we have arranged 52 provincial-level administrative units (23 provinces remain) and eventually there will be 34 provinces and centrally-run cities; at the same time, we have arranged 10,035 commune-level administrative units, leaving 3,321 commune-level administrative units, reaching 67.9%.

To achieve this result, the Minister emphasized the importance of the determination of the entire political system, including the very important role of the Government and the Prime Minister in directing the work, the high consensus and unity of officials, civil servants and public employees of the entire political system. Furthermore, there is the high consensus and unity of society and the people.

“The initial results achieved so far will create a new development space, creating conditions for us to restructure the entire administrative unit of the country to enter a new development stage,” Minister Pham Thi Thu Tra emphasized.

Focus on implementing the decentralization of authority for local governments at two levels

Also at the meeting, the Minister emphasized the need to focus on drastic review with high determination to implement the division of authority for local authorities at 2 levels, decentralization and delegation of authority to meet the goals with the motto of local decision, local action and local responsibility.

According to the Industry Commander, this workload is extremely large and difficult, but the Government and the Prime Minister have directed strongly, and ministries and ministerial-level agencies have reviewed a huge number of documents violating the law, over 5,000 documents.

Up to now, as planned, we will decentralize authority with 1,065 tasks for the commune level, 188 tasks for the provincial level. Accordingly, we will decentralize and delegate authority to local authorities for 1,065 tasks.

Accordingly, this June, the Minister emphasized the need to focus on the highest determination to perfect the entire institutional system, including the Law on Organization of Local Government, the Law on Civil Servants and many other laws that can be overcome immediately. Of which, the core is the Law on Organization of Local Government. The National Assembly will soon pass and officially operate the two-level local government.

The Minister of Home Affairs requested that the Ministries coordinate closely to ensure the reception of opinions from Government members and promptly issue documents to ensure adequate conditions before the upcoming training conference for local authorities.

"This is a huge task. The Ministry of Home Affairs will also advise on the issuance of 7 decrees related to the Law on Civil Servants and many other contents to meet the operational requirements of the 2-level local government in the coming time," said Ms. Pham Thi Thanh Tra.

The Ministries also need to prepare thoroughly, comprehensively, fully and deeply in organizing Government training conferences for the current political system of local governments. The Government has a plan to issue this content.

Emphasizing the time when the local government model must come into operation from July 1, Minister Pham Thi Thanh Tra requested that the heads of ministries and branches pay attention to the progress of the implementation of the arrangement of administrative units at all local levels as well as focus on preparing for the organization of a two-level local government to remove difficulties and obstacles in order to clear up all arising issues, ensuring that requirements are met...

At the same time, note that each ministry and sector needs to have a synchronous standing team to promptly and regularly resolve requests when implementing tasks to prepare for the operation of two-level local government.

The Ministry of Home Affairs will coordinate with other ministries to comprehensively resolve related issues, in order to create the most favorable conditions for preparing for the operation of two-level local governments, starting from July 2025.
