According to a document provided by Mr. Ninh to Thanh Nien Newspaper reporters, as soon as it received information from social networks and the press, the Department of Education and Training of Hai Duong assigned the Department's Inspectorate to establish a team to conduct a surprise inspection of the implementation of the collection of fees at the beginning of the 2023-2024 school year at Thanh Mien 3 High School.

The results of the inspection and verification showed that, before the school-wide parent-teacher meeting, the school leaders held a meeting with the homeroom teachers and announced the contents to be deployed to the parents of the students during the meeting.

At the parent-teacher meeting of all classes in the school on September 10, the homeroom teacher deployed the contents announced by the school leadership to all parents, including the expected list of fees at the beginning of the 2023-2024 school year.

However, the implementation of the collection of Thanh Mien 3 High School's fees at the beginning of the 2023-2024 school year had many errors and violations.

Specifically, the content of the school leaders' implementation to homeroom teachers of each class regarding the collection of fees is not consistent and clear. Some fees are not in accordance with regulations, leading to homeroom teachers not fully understanding. Therefore, the implementation to parents of students has caused bad public opinion.

The school proposed 6 collection fees that are not in the regulations, including: notebook fees, chair fees, survey fees, general test fees, class fund fees, textbook purchase fees.

In addition, there are 3 collections exceeding the prescribed level, including: drinking water fees, student card fees, electronic contact book fees; 2 collections that are not implemented according to the correct procedures include fundraising fees (socialized) and parents' association funds.

The principal is the person who is primarily responsible.

Through the above incident, the Department of Education and Training of Hai Duong province commented and evaluated that Thanh Mien 3 High School has just planned a list of fees and collection levels for homeroom teachers to publicly announce and ask for opinions from parents.

The implementation of the meeting's contents to homeroom teachers was not specific, leading to homeroom teachers arbitrarily adding other fees to the collection content and combining all the fees for the entire school year in some items into one collection period, which is not in accordance with regulations.
