The results of the inspection and verification showed that before the school-wide parent-teacher meeting, the school leaders held a meeting with the homeroom teachers and informed the parents of the contents that would be implemented during the meeting.

At the parent meeting of all classes in the school on September 10, the homeroom teacher deployed the contents announced by the school leadership to all parents, including the expected list of fees at the beginning of the 2023-2024 school year.

Through the above incident, the Department of Education and Training of Hai Duong province commented and evaluated that Thanh Mien 3 High School has just planned a list of fees and collection levels for homeroom teachers to publicly announce and ask for opinions from parents.

The implementation of the meeting's contents to the homeroom teacher was not specific, leading to the homeroom teacher arbitrarily adding other fees to the collection content and combining all the money for the entire school year in some items into one collection period, which is not in accordance with regulations.
