At Group 16, Vice Chairman of the National Defense, Security and Foreign Affairs Committee Don Tuan Phong (National Assembly Delegation of An Giang Province) agreed with the amendment of the Nationality Law to conform to the international situation. However, the delegate was concerned about the case of Vietnamese people who, for some reason, renounced their Vietnamese nationality and now want to regain Vietnamese nationality. This is a wish that the overseas Vietnamese community often mentions and expresses their opinions. Therefore, the National Assembly needs to study and consider to issue appropriate regulations.
The delegates noted that the draft law has many contents that the Government must specify in detail. How are overseas Vietnamese considered to have “made special contributions” or “naturalized for the benefit of the State”; which level is responsible for the confirmation? Therefore, it is necessary to decentralize more strongly to our representative agencies abroad. Regarding the regulations on shortening administrative procedures, it is necessary to consider shortening them to the maximum extent…
Regarding the draft Resolution of the National Assembly on mechanisms and policies for private economic development, delegate Don Tuan Phong affirmed that strong and timely measures are needed for this sector to develop in the era of growth. Currently, the barriers we see are too many administrative procedures, overlapping regulations, lack of decentralization between the Central and local levels... The Resolution is not long, but has many chapters, heavy on formality. It is suggested to consider and review the presentation to make it more open and appropriate; review and limit duplicate regulations.
Previously, in the discussions on May 15 and 16, Deputy Head of the National Assembly Delegation of An Giang Province Trinh Lam Sinh was interested in contributing to the draft Resolution of the National Assembly amending and supplementing a number of articles of the Regulations of the National Assembly Session (issued with Resolution 71/2022/QH15 of the National Assembly). The activities of the National Assembly session are very important, constantly adjusted, amended and supplemented to suit each stage and development conditions of the National Assembly. Delegates strongly agreed with this amendment and supplement. Regarding the responsibility of the session chair of the National Assembly Chairman or Vice Chairman, replacing it with "Presidium" is not appropriate; it is necessary to consider applying information technology in managing the attendance of delegates at meetings and sessions...
Delegate Chau Chac (Deputy Political Commissar of An Giang Provincial Military Command) highly agreed with the necessity of promulgating the Law on Participation in United Nations Peacekeeping Forces, in accordance with international treaties to which Vietnam is a member. Since 2014, our country has sent nearly 1,100 officers and employees of the Ministry of National Defense and the Ministry of Public Security to perform their duties, which have been and are being completed excellently, and have been highly appreciated by the international community. The delegate suggested removing duplicate phrases and adding appropriate words in a number of provisions of the draft law, ensuring consistency with related draft laws.
