Delegate Truong Xuan Cu: 'Need to reserve land to build nursing homes'

The Vice President of the Association of the Elderly proposed amending the Land Law to reserve land for the construction of nursing homes because Vietnam has 16 million elderly people and a rapidly aging population.

Discussing the draft Land Law (amended) on the morning of June 9, Vice President of the Central Committee of the Vietnam Elderly Association Truong Xuan Cu said that provincial land planning has divided many types of land for economic , social, health, education, and culture purposes, but there is no land for building nursing homes.

Mr. Cu calculated that with the minimum housing area in urban areas being about 8 square meters of floor space per person, and in rural areas about 30 square meters per person, out of 16 million elderly people, even if only 1% were to be in nursing homes, hundreds of hectares of land would be needed. Currently, 0.68% of the elderly nationwide are in nursing homes.

Meanwhile, the Prime Minister has approved the Elderly Health Care Program until 2030, expecting that by 2025, the number of provinces and centrally run cities with socialized nursing home models will reach 25% and by 2030, 100%. Currently, businesses are also very interested in this issue, but are stuck on land.

"If it is not included in the draft law, localities cannot plan and allocate land to build nursing homes," said Mr. Cu.

According to the draft revised Land Law, the types of land included in provincial land planning include: concentrated livestock farming; aquaculture, salt production; construction of agency headquarters; construction of diplomatic facilities; industrial clusters; trade - services; non-agricultural production facilities; use for mineral activities; historical - cultural relics; scenic spots.

Land for infrastructure development includes cultural, medical, educational, scientific and technological facilities, sports, irrigation works, water supply and drainage, disaster prevention, energy, post and telecommunications, and high-tech infrastructure. The bill also stipulates land for religions, cemeteries, funeral homes, crematoriums, and waste treatment.

Nursing homes, also known as nursing homes, retirement homes, rest homes, and elderly care centers, are built to care for the health, spirit, and medical treatment of the elderly. Vietnam currently has three models of nursing homes: facilities built by social security organizations, mainly caring for the elderly who are unfortunate and in difficult circumstances; state-sponsored nursing homes to serve the elderly who have contributed to the country; and privately established nursing homes.
