The 11th Congress of the Construction Trade Union of Ha Nam province, term 2023-2028

With the spirit of "Innovation, democracy, solidarity, responsibility", the 11th Congress of the Construction Trade Union of Ha Nam province, term 2023-2028, has the task of evaluating and summarizing the achieved results, shortcomings, limitations and causes, drawing lessons in implementing the Resolution of the Congress for the term 2017-2022; at the same time, setting out goals, directions, tasks and solutions to implement the Resolution of the Congress of the Construction Trade Union of the province, term 2023-2028.

The Construction Trade Union is managing 14 grassroots trade unions with 2,234 union members. During the past term, the Trade Union has always closely followed the functions and tasks of the trade union organization, performing well the function of caring for and protecting the legitimate rights and interests of union members, workers and employees. All targets have been achieved and exceeded the Resolution of the 10th Trade Union Congress.

Trade union activities have gradually moved towards the grassroots with many rich and diverse contents and forms, and the functions of trade unions have been promoted. Trade unions at all levels have done a good job of propagating and mobilizing workers, civil servants, and laborers to overcome difficulties, be self-reliant, and strive to fulfill the production and business targets of enterprises and the political tasks of agencies and enterprises.

Specifically, during the past term, 100% of employees signed labor contracts in accordance with the provisions of the Labor Code; 100% of administrative agencies and public service units organized conferences for civil servants and public employees; 95% of enterprises organized conferences for employees; 35 outstanding union members were trained and introduced to Party organizations for consideration of admission to the Party. During the term, the Industry Union presented 528 rice packages to union members affected by the Covid-19 epidemic; visited 216 workers and employees in difficult circumstances; presented 518 gifts to children of workers at enterprises. The whole industry has 330 topics and initiatives of union members and employees applied, contributing to improving working conditions, increasing labor productivity, and making a profit of more than 8 billion VND...

In the 2023-2028 term, the Construction Trade Union sets out 12 targets in 2 groups of targets under the direct responsibility of the trade union organization and the trade union participates in implementation. In particular, strive to have the ratio of union members to the total number of employees and workers reach 100% in administrative agencies, public service units and 90% or more in other types of enterprises; every year, 85% or more of grassroots trade unions successfully complete their tasks; every year, each grassroots trade union introduces at least 1 outstanding union member to the Party grassroots organization for consideration of admission; during the term, admit 200 or more union members; 100% of grassroots trade unions in administrative agencies and public service units organize conferences for civil servants and public employees; over 85% of enterprise trade unions organize conferences for workers every year...

In the 2023-2028 term, the Industry Union also clearly identified two breakthrough programs, which are: Focusing resources on performing the task of representing and protecting the legitimate and legal rights and interests of union members and workers, focusing on dialogue, negotiation, and signing of collective labor agreements, especially on wages and working conditions; building a team of union officials, focusing on grassroots union presidents with intelligence, courage, enthusiasm, responsibility, and prestige.

At the first working session held on the afternoon of June 20, the Congress elected the 11th Provincial Construction Trade Union Executive Committee consisting of 11 members, elected 7 delegates to attend the 13th Provincial Trade Union Congress, and elected 2 delegates to attend the 13th Vietnam Construction Trade Union Congress.
