On the afternoon of October 24, at the headquarters of the Ministry of National Defense , General Luong Cuong, Politburo member, Standing member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, received Senior Lieutenant General Roberto Legrá Sotolongo, Party Central Committee member, Chief of the General Staff, Deputy Minister of the Cuban Revolutionary Armed Forces, who is on an official visit to Vietnam.
Attending the reception were: Lieutenant General Nguyen Trong Binh, Deputy Chief of the General Staff of the Vietnam People's Army.

General Luong Cuong welcomed Senior Lieutenant General Roberto Legrá Sotolongo on his official visit to Vietnam; affirmed that the special friendship between Vietnam and Cuba was founded and built by President Ho Chi Minh and President Fidel Castro, and has always been nurtured and developed by generations of leaders of the Party, State, people and armies of the two countries.

General Luong Cuong shared the difficulties and challenges that the Cuban people are facing due to the impact of the blockade and embargo policies as well as the consecutive incidents and natural disasters that have occurred recently.
General Luong Cuong affirmed that the Party, State, people and People's Army of Vietnam always support and are ready to assist Cuba within their capacity, just as Cuba has supported and helped Vietnam during the most difficult period of the struggle for national liberation, as well as in the cause of building Vietnam today, with the spirit of "For Vietnam, Cuba is willing to sacrifice its blood" as President Fidel Castro once said.

General Luong Cuong emphasized that in the current volatile world context, the two sides need to further strengthen solidarity, support and assistance to each other, especially in political and ideological education, building political and spiritual factors for the army, fostering revolutionary ideals, patriotism and love for socialism for officers and soldiers, and improving the leadership capacity and fighting strength of Party organizations in the Army.
General Luong Cuong assessed that in recent times, cooperation in the fields of Party work and political work in the Army has been promoted by both sides. The signing of the Memorandum of Understanding on cooperation and experience sharing in the fields of Party work and political work in the Army (December 2022) by both sides has opened up new areas of cooperation, suitable to the needs of each country's Army in the new situation.

General Luong Cuong affirmed that the General Department of Politics of the Vietnam People's Army will continue to direct agencies and units to practically and effectively implement the relevant contents agreed upon by the two sides as well as the Memorandum of Understanding on cooperation and experience sharing in the fields of Party work and political work in the Army (December 2022).
For his part, Senior Lieutenant General Roberto Legrá Sotolongo expressed his belief that the visit will contribute to further strengthening the relationship between the two countries in general, and between the Cuban Revolutionary Armed Forces and the Vietnam People's Army in particular.
Senior Lieutenant General Roberto Legrá Sotolongo informed Senior Lieutenant General Luong Cuong of the results of his talks with Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, and Deputy Minister of National Defense.
Senior Lieutenant General Roberto Legrá Sotolongo affirmed his wish to continue promoting cooperation in the fields of Party work and political work in the army, especially in propagating and educating cadres, officers and soldiers of the two armies about the special solidarity and friendship between the two Parties, two States and two armies.
