Dak Lak: Humanitarian effectiveness from policy credit capital in Ea H'Leo district

(PLVN) - Thanks to access to preferential capital from the Vietnam Bank for Social Policies (VBSP), ethnic minorities in Ea H'Leo district, Dak Lak province have more resources for socio-economic development, becoming a "lever" for investment in production and business, contributing to the goal of sustainable poverty reduction, ensuring social security associated with new rural construction.

Humanitarian capital reaches the beneficiaries

Thanks to policy credit capital, hundreds of households have escaped poverty, have a comfortable life, and gradually become rich. For example, Mr. Ksor HMin's household, an Ede ethnic group in Cham Hoai hamlet, Ea Sol commune, was able to borrow 90 million VND from the poverty household program, and he bought breeding cows to raise. Thanks to his diligence in taking care of them, making use of vacant land to grow grass for food storage, and preventing diseases, the cows have grown and developed well. Up to now, the family has escaped poverty, built a spacious house and developed a model of breeding cows.

Mr. Ksor HMin excitedly said: “My family used to be so poor. Luckily, thanks to the capital from the People's Credit Fund, our economy is much better now.”

Similarly, Mr. Nguyen Quang Tuan's family is a poor household in village 2A, Ea Nam commune, borrowing 80 million VND to plant 800 coffee trees and 100 durian trees on an area of ​​1.3 hectares. In 2024, they harvested 2 tons of coffee, 5 tons of durian, with a revenue of over 600 million VND. Thanks to hard work, his family not only escaped poverty but also improved their lives a lot. "Thanks to the Government 's capital, not only my family but the whole village now has a comfortable life thanks to preferential loans," Mr. Tuan shared.

The family of Mrs. Sa Thi Lan, in Ea Tir commune, was both happy and worried when her son passed the university entrance exam in 2023. The joy of passing the entrance exam was not yet complete when the worry of tuition fees weighed heavily, because the income from agriculture of the couple was only enough to cover daily living expenses.

Fortunately, thanks to the dedicated guidance of the credit officer, Ms. Lan was able to access preferential loans for students from the Social Policy Bank. She emotionally shared: “My husband and I live on farming, with an unstable income. If there were no policy credit capital, my child would have had to put aside his dream of going to university.”

In late May 2025, Mr. Nguyen Dan Hung, Deputy Director of the Ea H'Leo District Social Policy Bank Transaction Office, took us to visit Mr. Ho Trung Thinh's family in Residential Group 10, Ea Drang Town. Talking to us, Mr. Thinh said: In 2016, his wife had cancer and had to undergo long-term treatment. In early 2018, his family's 1.7ha pepper plantation almost died, causing his already difficult family to fall into a miserable situation. In June 2018, he received a preferential loan of 30 million VND from the Social Policy Bank. From this source of capital, he invested in planting and caring for coffee, durian, and macadamia on an area of ​​1.7ha. Currently, his family has escaped poverty, and after deducting expenses, they still earn over 500 million VND in profit each year.

Ea Tir Commune is a locality with many ethnic minority households from the North coming to settle down. Currently, the commune has 809 households receiving policy credit loans with a total outstanding debt of VND 58 billion 765 million. Mr. Nguyen Van Nhiem, Chairman of the People's Committee of Ea Tir Commune, said: "To effectively promote preferential capital, the political system has stepped up propaganda and mobilized people to raise awareness, self-reliance, sense of responsibility in using loans and repaying debts on time. Policy credit capital has been effective, becoming an important support, a pillar of poverty reduction, accompanying hardworking farmers with aspirations to have capital to develop production and business, gradually escape poverty, and get rich from humane capital".

Director of the Transaction Office of the Social Policy Bank of Ea H'Leo District, Ha Quoc Dung, said: The highlight after 10 years of implementing Directive No. 40-CT/TW, dated November 22, 2014 of the Secretariat "On strengthening the Party's leadership over social policy credit" (referred to as Directive 40) in Ea H'Leo is the consensus and positive and effective response of the entire political system.

According to Mr. Pham Van Khoi, Acting Chairman of the District People's Committee, Head of the Board of Directors of the District Social Policy Bank: In the period of 2014 - 2025, the total capital from the district budget transferred to the Social Policy Bank for lending is 21,106 billion VND. In particular, the Party Committee and the government always clearly define the leadership and direction tasks for policy credit activities. Every year, the District People's Committee directs the authorities of communes and towns to proactively review and synthesize the list of poor households, near-poor households, newly escaped poverty households and other policy beneficiaries in need of loans for policy credit programs; create conditions for people to complete procedures, documents, monitor loan beneficiaries, and guide borrowers to use capital for the right purpose and effectively.

After 10 years of implementing Directive 40, the Ea H'Leo District Social Policy Bank Transaction Office, together with socio-political organizations, has provided loans of nearly VND 546,561 billion, an increase of 22.31% compared to 2014. The capital has created conditions for 12,536 poor households and other policy beneficiaries to borrow capital, including 1,873 poor households, 2,791 near-poor households, and 1,015 newly escaped poverty households to borrow capital to invest in production and business; creating jobs for 1,621 workers with stable incomes; building 5,250 clean water and rural environmental sanitation works and 20 houses for policy beneficiaries. Along with credit growth, credit quality has been increasingly improved and effective.

According to Secretary of the District Party Committee Nguyen Van Ha, with the efforts, consensus and dedication of the entire political system, the average economic growth rate of Ea H'Leo district in the period of 2020 - 2025 has been maintained at over 11%/year. Up to now, 100% of communes have car roads to the center; 99% of villages and hamlets have national grid electricity; 95.3% of ethnic minority households have access to clean water; 100% of communes meet national standards on health; 50% of schools meet national standards; the annual poverty rate decreases by 1-1.5%; there are currently 14 OCOP products meeting the "3-star" standard or higher. The average income is over 70 million VND/person/year. 8/11 communes meet new rural standards including: Dliê Yang, Ea Wy, Cu Mot, Ea Ral, Ea Nam, Ea Hiao, Ea Khăl and Ea Sol.

It can be affirmed that policy credit capital has had a positive and effective impact on a large number of ethnic minorities and social policy beneficiaries, contributing significantly to narrowing the gap between rich and poor, preventing and repelling "black credit" activities, improving people's lives, actively building new rural areas, stabilizing and developing the socio-economy.

Policy credit capital has reached the right beneficiaries and been used for the right purposes and effectively, affirming its pivotal role in poverty reduction; gradually escaping the mindset of waiting and relying on the State; changing the way of thinking and doing, reducing poverty substantially, aiming at getting rich. Humanitarian capital has been flowing steadily, seeping deep into the ground, germinating and growing in the poor countryside of the past.

Mr. Ha Quoc Dung - Director of the Ea H'Leo District Social Policy Bank Transaction Office said that in the coming time, the unit will actively advise the Party Committee and the government to continue to allocate resources from the local budget to supplement capital sources; effectively organize and implement policy credit programs, ensuring that 100% of the poor and eligible and in-need policy beneficiaries can borrow capital. At the same time, focus on building a team of cadres with a high sense of responsibility, good professional ethics, civilized and polite communication style, always close to the people with the motto "Understanding the people's hearts, serving wholeheartedly".
