To address this concern, Khanh Hoa province has promptly developed plans to arrange housing, offices and travel support, to help civil servants feel secure in their new workplace, continue to promote their capacity and successfully complete assigned tasks.
According to the review, after the merger of Ninh Thuan and Khanh Hoa provinces, more than 1,400 civil servants and public employees from Ninh Thuan province will work at the new administrative unit located in Khanh Hoa province. With a proactive spirit, since the first quarter of 2025, Khanh Hoa province has issued a plan to review and arrange public housing. Accordingly, nearly 70 existing apartments and about 500 apartments in collective housing areas can be renovated, with the capacity to serve over 2,000 people. The apartments have an area of about 60m2 to nearly 145m2, suitable for both professional staff and leaders at the department and branch levels. According to the leader of Khanh Hoa Provincial People's Committee, many facilities will be renovated and upgraded to meet public service standards. The total investment for repairing and upgrading public housing is up to tens of billions of VND.
Comrade Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, said: The province has promptly asked for opinions from Khanh Hoa Provincial People's Council to approve policies to repair public houses and administrative agencies; consider arranging housing for civil servants and public employees; in particular, we are building policies to help civil servants, public employees and workers in Ninh Thuan province access social housing support packages in Nha Trang City.
In addition to accommodation, Khanh Hoa province also offers many flexible travel options. From utilizing official vehicles, supporting travel expenses for officials using personal vehicles, to arranging shuttle buses along fixed routes. It is expected that there will be 10 routes to pick up and drop off officials every day. Some other forms such as supporting travel by train are also being calculated for application in special cases. All are aimed at creating favorable conditions for officials and civil servants from Ninh Thuan province to Khanh Hoa province to be able to work with peace of mind and stay long-term in the new administrative unit.
Comrade Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, added: The province is proposing to organize a Phan Rang - Nha Trang bus route to transport civil servants and public employees every day at the lowest cost, ensuring that everyone has the conditions to participate in work when merging with the new province. Particularly for families with children following their parents to Khanh Hoa to study, the province will receive and arrange adequate places for them to study. We will also study for them to enjoy the tuition exemption policy and other policies in the field of education that Khanh Hoa's children are currently enjoying.
Regarding workplaces, Khanh Hoa province is currently rushing to complete the new Administrative Center. This is a project with a total investment of more than 540 billion VND, expected to be operational in October 2025, ensuring a modern and synchronous working space for the provincial agencies. In the period from 2025 to 2027, departments, branches and sectors will be arranged in concentrated administrative areas, gradually completing the organizational model after the merger. According to the proposal, in the early stages of the merger, some agencies in Ninh Thuan province will still maintain the focal point for receiving and processing documents, ensuring no disruption to people and businesses.
