Performing its state management function in the field of notarization, the Department of Justice actively advises the Provincial People's Committee annually on organizing the dissemination and implementation of legal regulations and policies on notarization. In particular, after the Law on Notarization No. 46/2024/QH15 was passed by the 15th National Assembly and came into effect on July 1, 2025, the Department of Justice promptly issued a plan for its implementation; and, in coordination with the Provincial Association of Notaries, organized professional training for over 200 notaries and professional staff, focusing on the new points of the law and its implementing guidelines.

In June 2025, the Department of Justice advised the Provincial People's Committee to allow the establishment of a notary office in Ba Che district to meet the needs of people in remote areas and contribute to promoting the socio -economic development of the locality. From July 1, 2025, the authority to appoint notaries was decentralized to the Chairman of the Provincial People's Committee. The Department of Justice advised on the appointment of 7 notaries, supplementing the human resources for notary offices.
Currently, the province has 30 notary organizations (2 notary offices and 28 notary firms) with 73 active notaries. These organizations are constantly improving their professional capacity and innovating their service style towards professionalism and modernity, creating a healthy competitive environment, reducing the burden on the public sector, and providing convenience and reliability for citizens when carrying out notarization procedures.
In line with the province's policy on building a digital government, in 2024 the Department of Justice completed the construction of the Quang Ninh Provincial Notary Database, a significant step in digitizing notary activities. Based on this, the Provincial People's Committee issued decisions on the Regulations for managing, exploiting, and using the notary database and approved the information system's security level. The notary database officially went into operation on June 11, 2024, creating a foundation for connecting and sharing data between notary organizations and relevant agencies. As of October 30, 2025, the system had updated more than 157,000 notary data entries and 284 pieces of information for prevention and reference, contributing to risk reduction, preventing illegal transactions, and ensuring legal security for civil contracts and transactions.
To enhance management effectiveness, from 2024 to the present, the Department of Justice has conducted 20 inspections of notary offices. Through these inspections, shortcomings have been promptly addressed, administrative penalties have been imposed on violating organizations and individuals, and guidance and support have been provided to ensure that notary activities comply with legal regulations.

The Department of Justice, in coordination with the Provincial Association of Notaries, will organize a notary professional training course in 2025.
In 2024 and the first six months of 2025, notary offices in the province performed 171,866 notarizations (including nearly 154,000 contracts and transactions); certified 666,831 copies, and 1.37 million other certifications, collecting nearly 113 billion VND in notarization fees and contributing over 10 billion VND to the state budget and taxes.
In implementing the policy of reorganizing the administrative apparatus according to the two-tiered local government model, the Department of Justice has issued guiding documents to resolve difficulties in notarization activities; at the same time, it advised the Provincial People's Committee to develop a resolution stipulating the tasks and powers of the Chairman of the People's Committee at the commune level, which are delegated to civil servants to perform notarization duties, ensuring suitability with the new organizational structure (Resolution No. 78/2025/NQ-HĐND, adopted by the Provincial People's Council on October 17, 2025).
Furthermore, in line with the policy of socializing notary activities, the Department of Justice has established a team to develop a plan to transform Notary Office No. 3 of Quang Ninh province into a Notary Office, and submitted it to the Provincial People's Committee for the issuance of a plan on the transformation and dissolution of Notary Offices under the Department of Justice. Currently, the team has completed the draft and is seeking feedback from relevant departments and agencies, with the plan expected to be submitted to the Provincial People's Committee in November 2025.
Despite the achievements, state management of notarization still faces difficulties, especially during the transitional period when the 2024 Notarization Law comes into effect, coinciding with the reorganization of the administrative apparatus according to the two-tiered local government model. However, with the proactive efforts of the Justice sector, the coordination of the Notary Association and relevant agencies, Quang Ninh is gradually perfecting its management model, aiming to build a modern, transparent notarization system that meets the requirements of the digital economy and better serves the legitimate rights and interests of citizens and businesses.
