Ensure the stock market is upgraded as planned

Currently, solutions focus on perfecting the legal framework, modernizing transaction infrastructure, enhancing information transparency and further improving foreign investors' accessibility.

On October 29, at the headquarters of the State Securities Commission (SSC), Vice Chairman of the SSC Bui Hoang Hai had a working session with the FTSE Russell delegation on solutions to meet the planned upgrade roadmap.

The FTSE Russell delegation was led by Ms. Wanming Du, Director of Policy for Asia- Pacific , along with global investment funds and banks such as Morgan Stanley, Jefferies, Black Rock, UBS, and Vanguard.

At this working session, the parties also updated information and discussed in detail about technical infrastructure, the completion of transaction models serving market activities, including solutions for connecting and exchanging information serving business processing activities between securities companies and custodian banks.

Global investment funds and investment banks participating in the meeting also discussed and expressed their concerns about the operating mechanism of securities companies and regulations on transactions with foreign investors, and acknowledged feedback from the custodian bank community and securities brokerage companies in previous discussions to support market efficiency and readiness for Vietnam's transition to an emerging market.

On the side of the State Securities Commission, Vice Chairman Bui Hoang Hai said that after FTSE Russell announced Vietnam's upgrade to emerging market status on October 8, 2025, the management agency and market members are urgently implementing many solutions to ensure the upgrade process is carried out as planned in September 2026.

Solutions focus on perfecting the legal framework, modernizing transaction infrastructure, enhancing information transparency and further improving foreign investors' accessibility.

According to Vice Chairman Bui Hoang Hai , continuing to synchronize technical and legal factors during this period will further promote the Vietnamese stock market to integrate more deeply with international standards, strongly attracting foreign capital flows in the coming time.

As the state management agency of securities and the securities market, the State Securities Commission will continue to closely coordinate with FTSE Russell to ensure the official transition process follows the roadmap.
