"Skillful mass mobilization" in the practice of the right to prosecute and supervise judicial activities

Imbued with the teaching of President Ho Chi Minh : "If you do mass mobilization skillfully, everything will be successful", in recent times, the work of "Skillful mass mobilization" in practicing the right to prosecute and supervise judicial activities has always been regularly and effectively directed by the Provincial People's Procuracy.

In order to build and effectively implement the "Smart People's Mobilization" models in the practice of the right to prosecute and supervise judicial activities, the Party Committee and leaders of the Provincial People's Procuracy always focus on political and ideological education to help cadres and prosecutors in the unit have a correct and complete understanding of the meaning and importance of mass mobilization work. Thereby, creating unity in the awareness and actions of cadres and civil servants, contributing to improving the quality and effectiveness of the practice of the right to prosecute and supervise judicial activities in general and the practice of the right to prosecute, supervise investigation and supervise trial of criminal cases in particular. In addition, the unit also focuses on propaganda, dissemination and legal education through the implementation of the functions and tasks of the sector, in order to further improve people's awareness and sense of law observance, contributing to improving the effectiveness of crime prevention and law violations in the area.

The implementation of "Skillful mass mobilization" in the practice of the right to prosecute and supervise judicial activities is carried out by the unit in conjunction with "Studying and following the ideology, morality and style of Ho Chi Minh" and the movement to build a team of prosecutors who are "firm in politics, good at professional skills, proficient in law, impartial and courageous, disciplined and responsible". At the same time, promote the implementation of mass mobilization work and democratic regulations, focusing on many rich and diverse contents such as: studying, propagating, disseminating and developing documents to implement mass mobilization work in the unit; amending the working style towards democracy, openness and transparency in the stages of work settlement, minimizing irresponsible behaviors, causing trouble for the people.

Thanks to that, every cadre, party member, and prosecutor in the unit has raised awareness, identified this as a regular and continuous task, from which there are practical actions and tasks, suitable to the assigned tasks. Through the inspection activities, the prosecutors in the unit have promptly detected violations of the law in judicial activities, proposed the leaders of the institute to issue many recommendations and protests, requesting agencies to promptly remedy violations; at the same time, focused on synthesizing the causes and conditions for committing crimes and violating the law to make general prevention recommendations.

In 2024, the People's Procuracy at two levels received 138 citizens; received, classified, and processed 596/596 petitions (reaching a rate of 100%); accepted and resolved 10/10 petitions under its authority; supervised the settlement of 17/17 complaints and denunciations in judicial activities. The Provincial People's Procuracy also directed the People's Procuracy of districts, towns, and cities to coordinate with the Civil Judgment Enforcement Office to verify, classify, propagate, mobilize, and persuade litigants to voluntarily execute judgments, contributing to the quick and timely resolution of asset recovery for the state budget and the judgment debtor. Thereby, 117 cases were mobilized to agree to pay judgment enforcement money...

In 2024, the People's Procuracy at two levels in the province exercised the right to prosecute and supervise the initiation of new prosecutions for 1,058 cases/1,832 defendants (an increase of 190 cases, 349 defendants compared to 2023); supervised the acceptance and verification by the investigation agency of 1,528 denunciations and reports of crimes and cases caught in the act; supervised the settlement of 1,444 reports and cases, reaching 94.5% (exceeding the industry target by 4.5%); exercised the right to prosecute and supervise criminal investigations for 1,257 cases/2,176 defendants; exercised the right to prosecute and supervise judicial activities during the prosecution phase for 972 cases/1,787 defendants; 967 cases/1,679 defendants were resolved, reaching a rate of 99.5% (exceeding the industry target by 4.5%), the rate of correct and timely prosecution reached 100%. Along with that, the two-level People's Procuracy also participated in resolving 940 civil, family, commercial and labor cases (an increase of 172 cases and matters compared to 2023); coordinated with the two-level People's Court to organize 124 first-instance trials, 6 appeal trials, 5 experience-sharing trials via the online monitoring system, 13 online trials, 108 digitized case file trials, 6 mobile trials... The Provincial People's Procuracy alone issued 7 appeal protests, 4 documents requesting the Supreme People's Procuracy to protest according to the supervisory review procedure; 15 recommendations requesting the court to remedy violations; 4 recommendations for crime prevention; Issued 11 notices of experience withdrawal for district-level People's Procuracy.

Prosecutors of Thanh Liem District People's Procuracy and enforcement officers of the district's Execution Department propagate and persuade litigants to voluntarily execute the judgment.

Implementing "Skilled Mass Mobilization" in the exercise of the right to prosecute and supervise judicial activities at units in the prosecution sector is closely linked to the work of receiving citizens and handling complaints and denunciations (KNTC) about the judiciary. Accordingly, units strictly implement, publicly post regulations and schedules for receiving citizens; assign competent and experienced cadres, prosecutors, and leaders to do the work of receiving citizens, promptly receiving, classifying and handling citizens' petitions, reflections, and KNTCs about the judiciary. In 2024, the People's Procuracy at two levels received 138 citizens; received, classified, and processed 596/596 petitions (reaching a rate of 100%); accepted and resolved 10/10 petitions within their jurisdiction; supervised the handling of 17/17 KNTCs in judicial activities.
