The Party Committee of the Bank for Social Policies Branch leads the implementation of tasks well in the new period.

Closely following the resolutions of the higher-level Party Congress and the Resolution of the Branch Party Congress for the 2020-2025 term, with the spirit of solidarity, democracy, innovation and creativity, the Party Executive Committee of the Ha Nam Provincial Bank for Social Policies Branch has focused on leading and directing the effective implementation of political and ideological education, contributing to raising awareness for cadres, party members and employees in the unit. Well organizing the study, dissemination and implementation of directives, resolutions, conclusions, etc. of the higher-level Party Committee, with many suitable forms such as: organizing online conferences, thematic activities, group discussions, fully copying documents and materials related to the team of cadres and party members; focusing on training, fostering and updating knowledge for cadres and party members to improve awareness and political theory level, professional qualifications...

Every year, the branch Party Committee develops a plan to implement, disseminate and guide collectives and individuals to register for the content of following Uncle Ho. At the same time, direct the Party Committees of the Party cells to spend appropriate time during the Party cell meetings to propagate the main contents of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of Central Resolution 4-NQ/TW (term XI, term XII), Conclusion No. 21-KL/TW dated October 25, 2021 of the Central Executive Committee, term XIII on promoting Party building and rectification and the political system; resolutely prevent, repel and strictly handle cadres and Party members who have degraded in political ideology, morality, lifestyle, manifestations of "self-evolution", "self-transformation", regulations on setting an example for cadres and Party members.

In order to study and follow Ho Chi Minh's ideology, morality and style, 100% of cadres, party members and employees of the Ha Nam Provincial Bank for Social Policies Branch proactively registered for annual topics according to regulations, were monitored and periodically evaluated; the Party Committee focused on praising collectives and individuals with good and practical work; analyzed and clarified the work that had not been done, and proposed solutions for implementation in the coming time. In particular, in 2024, the Party Committee of the branch advised the Provincial Party Committee to issue a Plan and implement the summary of 10 years of implementing Directive No. 40-CT/TW of the Secretariat on strengthening the leadership of the Party over social credit in the area; advised the Provincial People's Committee to direct the continued implementation of the Project on job creation loans and the Project on social housing loans for the period 2022-2025; direct the development of the credit plan for 2025, the period 2026-2030, synthesize the plan to entrust capital sources from the local budget to the Social Policy Bank in the development of the medium-term public investment plan for the period 2026-2030; approve the reduction of lending interest rates for loans using local budget capital sources according to Decision 1629/QD-TTg dated December 23, 2024 of the Prime Minister; thoroughly grasp and implement Directive No. 39-CT/TW of the Secretariat on improving the effectiveness of social policy credit in the new period.

Thanks to that, during the past term, the Party Committee of the branch led the unit to successfully and excellently complete the assigned political tasks, ensuring good management of policy credit capital, bringing capital to the right beneficiaries. Specifically, by the end of the first quarter of 2025, the total capital under management of the branch reached VND 3,624 billion, an increase of VND 1,695 billion, equal to 187.7% compared to 2019; in which the capital entrusted from the local budget reached 308 billion VND, an increase of 266 billion VND, 7.33 times higher than in 2019. Total outstanding debt reached 3,615 billion VND, with 45,850 customers with outstanding debt, an increase of 1,688 billion VND, equal to 187.6% compared to 2019. The quality of credit activities has always been maintained well and has been increasingly improved (the overdue debt ratio decreased from 0.17% at the end of 2019 to 0.15% as of March 31, 2025; the quality of social transaction activities increased from 84.99 points in 2019 to 94.25 points in 2024; the quality of credit activities of the whole branch increased from 93.24 points in 2019 to 98.02 points in 2024.

In the period of 2020-2025, from the growth capital and annual recovered capital, the branch has disbursed VND 5,153 billion to 102,246 poor households and other policy beneficiaries to borrow capital to develop production and business, create jobs, improve and enhance their lives. Policy credit has supported investment capital for production and business, created jobs for nearly 18,000 workers, created livelihoods for more than 37,000 poor households, near-poor households, and newly escaped poverty households; supported the construction and renovation of over 76,000 clean water and sanitation works; helped nearly 5,000 students get loans for their studies; helped build 830 new houses for poor households, policy beneficiaries, workers, cadres, civil servants, and public employees; 49 employers paid severance pay and production recovery pay to 5,439 workers; 28 non-public preschools and primary schools borrowed capital to renovate facilities affected by the Covid-19 pandemic; 95 people who had completed their prison sentences borrowed capital to produce, do business, and reintegrate into the community. Policy credit capital has made an important contribution to the goal of poverty reduction and new rural construction in the province.

Ms. Le Thi Kim Dung, Party Secretary, Director of the Ha Nam Provincial Branch of the Bank for Social Policies, said: During the past term, the Party Committee has well implemented the principles of Party building, strengthened political and ideological education, built office culture and focused on training and fostering to improve professional qualifications for cadres and party members. The collective of cadres and party members in the entire Party Committee are always united and unified in both awareness and action. In the coming term, in response to new requirements and tasks, the branch will focus on advising the Party Committee and the new unit's government after the merger to lead and direct the implementation of improving the effectiveness of social credit work in the new period.

Regarding specific tasks, in the coming time, the Provincial Social Policy Bank Branch will advise on increasing the mobilization of resources from the central and local levels; advise on building specific credit mechanisms and policies for the locality; promptly disburse capital to support production and business development, create livelihoods, support housing, study costs... for poor households and other policy beneficiaries; maintain and improve the quality of credit serving the people. Based on the socio-economic development goals of the new province after the merger, determine the direction, goals, tasks and solutions of the unit according to the assigned functions; focus on mobilizing capital to increase investment capital, expand lending programs according to the regulations of the Prime Minister and the socio-economic development goals of the locality...
