Since its inception, the Communist Party of Vietnam has led the Vietnamese people from one victory to another. Up to now, we have achieved great results, as General Secretary Nguyen Phu Trong affirmed, "Our country has never had the potential, position and international prestige as it does today."

Opening a new era for the Vietnamese revolution

Responding to the demands of revolutionary practice, on June 17, 1929, the Northern Region of the Vietnam Revolutionary Youth Association established the Indochinese Communist Party in Hanoi . In November 1929, the comrades of the Central Region and the Southern Region of the Vietnam Revolutionary Youth Association decided to establish the Annam Communist Party. On January 1, 1930, the outstanding representatives of the Tan Viet Revolutionary Party (a predecessor organization of the Party) met and established the Indochinese Communist Federation in Central Vietnam. However, in a country with three communist organizations, it was inevitable that there would be dispersion in forces and organizations, and that there could be no unity in ideology and action. The historical responsibility was to establish a single communist party, ending the division of the communist movement in Vietnam.

From January 6 to February 7, 1930, the conference to unify communist organizations to establish the Communist Party of Vietnam was held in Kowloon Peninsula, Hong Kong (China) under the chairmanship of comrade Nguyen Ai Quoc on behalf of the Communist International. In the conference to establish the Party, comrade Nguyen Ai Quoc proposed 5 major points to be discussed and agreed upon, first of all self-criticism and criticism, "Abandon all old prejudices and conflicts, sincerely cooperate to unify the communist groups of Indochina". The conference agreed to unify communist organizations to establish a party, named the Communist Party of Vietnam. The conference adopted documents, including: Brief Platform, Brief Strategy, Brief Program, Brief Charter of the Party and the Appeal of Comrade Nguyen Ai Quoc on behalf of the Communist International and the Communist Party of Vietnam to workers, farmers, soldiers, youth, students and all oppressed and exploited compatriots on the occasion of the Party's founding. In which, the Brief Platform and Brief Strategy of the Party reflected the content of the first political platform of the Communist Party of Vietnam. The conference to unify communist organizations was as meaningful as the Party's founding congress.

At the 3rd National Congress of the Party (September 1960), it was decided to take February 3 of the solar calendar every year as the anniversary of the founding of the Communist Party of Vietnam.

The birth of the Communist Party of Vietnam with its first political platform opened a new era for the Vietnamese revolution - the era of fighting for national independence and advancing towards socialism. The birth of the Party's first platform determined the most basic contents of the Vietnamese revolutionary path; met the urgent needs of history and became the flag of gathering, uniting communist organizations, revolutionary forces and the entire nation.

The founding of the Communist Party of Vietnam was an extremely important turning point in the history of the Vietnamese revolution, deciding the development of the nation, ending the crisis in the leadership and organization of the Vietnamese patriotic movement in the early 20th century. It was the result of the mobilization, development and unification of the revolutionary movement throughout the country; the meticulous preparation in all aspects of leader Nguyen Ai Quoc and the unanimity of the pioneers for the benefit of the class and the nation.

The birth of the Communist Party of Vietnam is the result of the combination of Marxism-Leninism with the workers' movement and the Vietnamese patriotic movement; proving that the Vietnamese working class has matured and is capable of leading the revolution. The birth of the Communist Party of Vietnam and the Party's advocacy of the Vietnamese revolution as a part of the world revolutionary movement have won the great support of the world revolution, combining national strength with the strength of the times to create glorious victories; at the same time, actively contributing to the struggle for peace, national independence and progress of humanity in the world.

Leading our people from victory to victory

Immediately after its establishment, the Party led the people to fight for national liberation and seize power with three revolutionary climaxes of great significance leading to the victory of the August Revolution in 1945. During the period of 1945-1975, the Party led our people to fight for national liberation, winning two long-term resistance wars against French colonialism and American imperialism to completely liberate the South and unify the country.

From 1975 to present, especially after 33 years of implementing the 1991 Platform and nearly 38 years of implementing the renovation policy initiated and led by the Party, with the efforts of the entire Party, the entire people and the entire army, our country has achieved great and historic achievements. Our country has overcome the economic crisis to become a middle-income developing country; is promoting industrialization, modernization and international integration. The economy has grown quite well, the socialist-oriented market economy has gradually formed and developed. Culture and society have developed, the work of hunger eradication and poverty reduction has achieved important achievements, and many of the United Nations' millennium development targets have been achieved early, which have been highly appreciated internationally. The appearance of the country and the people's lives have changed a lot. Politics and society are stable; national defense and security have been strengthened. The country's strength in all aspects has been enhanced. Socialist democracy has been promoted and increasingly expanded. Great national unity has been consolidated and strengthened. The building of a rule-of-law state and the entire political system has been promoted. The work of Party building and rectification, studying and following Ho Chi Minh's ideology, morality and style has achieved some positive results.

The achievements of nearly 38 years of implementing the renovation policy have created momentum for development in the following years; at the same time, vividly demonstrate the correct and wise leadership role of our Party. Up to now, Vietnam has become a meeting place for peace, a country with a position ready to be a friend and reliable partner of all countries. From a country besieged, embargoed from the outside and facing an economic and social crisis internally, after 38 years of renovation, our country has established diplomatic relations with 193 countries, including 6 comprehensive strategic partners, 12 strategic partners and 12 comprehensive partners; has comprehensive strategic partnerships and strategic partnerships with all countries in the United Nations Security Council and G20 countries. Vietnam has great influence and prestige with international friends. Our country has never had such a foundation, potential, position and international prestige as it does today. Since the 13th National Party Congress, the world and regional situation has undergone rapid, complex and unpredictable developments; new challenges have emerged more than expected. With high will, determination and the spirit of "Providing support in advance", "One call, all responses", "Unanimity from top to bottom", "Consistency across the board", the Party Central Committee, the Politburo and the Secretariat have led, directed and organized the implementation of the Resolution of the 13th National Party Congress in a drastic, synchronous and effective manner. Our country has steadfastly overcome many difficulties and challenges, continuing to achieve great, quite comprehensive and very proud results in many fields.

Outstanding achievements

After 3 years of implementing the Resolution of the 13th National Party Congress, our country has focused on both preventing, combating and controlling the epidemic and promoting socio-economic recovery and development; building an independent and self-reliant economy associated with proactive, active and comprehensive international integration, in-depth and effectively. Our country's economy continues to be a bright spot, the macro economy is basically stable, inflation, public debt, and state budget deficit are controlled, and major balances of the economy are ensured. Economic growth in 2023 will reach more than 5%, a high level compared to countries in the region and the world; for the first time, our country's GDP will reach 430 billion USD, ranking 3rd in ASEAN and among the 40 largest economies in the world, the top 20 economies in trade and attracting foreign investment. The agricultural sector is a bright spot, continuing to be a solid pillar of the economy, increasing by 3.83% in 2023, the highest in the past 10 years. State budget revenue exceeded the estimate by about 8.12% while taxes, fees, charges and land rents were exempted, reduced and extended by nearly 194 trillion VND. Foreign investment attraction reached nearly 36.6 billion USD, up 32.1% in the context of global trade and investment contraction; realized FDI capital reached nearly 23.2 billion USD (up 3.5%), the highest ever, showing that Vietnam is still an attractive destination for foreign investors.

In the context of many difficulties facing the economy, businesses and workers, the cultural and social fields continue to receive investment and development attention, with clearer results. Social security is guaranteed; people's lives are improved, the average income of workers increases by 6.8% compared to 2022; social policies have been promptly implemented, especially policies for people with meritorious services, social protection policies and policies and measures to support businesses, workers and people in difficulty. Foreign affairs and integration have achieved historic achievements: Foreign affairs and international integration have been implemented vigorously, methodically, continuously, with comprehensive success and are a highlight of 2023, with a harmonious, close and effective combination of Party foreign affairs, State diplomacy and people's diplomacy. Notably, the preparation and successful reception of the official State visits to Vietnam by General Secretary and President of China Xi Jinping and his wife were highlighted. For the first time in history, US President Joe Biden accepted the invitation of the General Secretary of our Party to pay a State visit to Vietnam. A series of visits and working sessions abroad by Party and State leaders have deepened good relations with many important partners. The image, stature, prestige and position of Vietnam have been raised to new heights.

The fight against corruption and negativity continues to be carried out vigorously, with many new, in-depth, synchronous and effective approaches. The work of building and perfecting institutions and policies on socio-economic management and preventing and combating corruption and negativity has been promoted to gradually move towards: "not daring", "not able", "not wanting", "not needing" corruption. The Party Central Committee, the Politburo and the Secretariat have been very active in preparing for the 14th National Party Congress by completing the initial planning of the Central Committee to organize training, fostering, arranging and practicing, and testing; and establishing 5 sub-committees to serve the 14th Congress, including: Documents Sub-committee; Economic - Social Sub-committee; Personnel Sub-committee; Party Charter Sub-committee and Organization Sub-committee to serve the Congress. Up to now, the sub-committees are completing the development of programs and plans and putting them into operation.

The above results demonstrate the sense of responsibility and high solidarity that our entire Party, people and army have strived to achieve since the beginning of the term, contributing to creating a new spirit and new impetus for the cause of continuing synchronous and comprehensive innovation; building a clean and strong Party and political system; and developing the country quickly and sustainably.
