Accordingly, the Ministry of Transport requests the Civil Aviation Authority of Vietnam to be responsible for posting the list of investors meeting the preliminary requirements on capacity and experience as prescribed by the Law on Bidding, Decree No. 25/2020/ND-CP and guiding legal documents. At the same time, it is responsible for the detailed assessment results on the capacity and experience of investors as prescribed by law.
The Civil Aviation Authority of Vietnam is responsible for the detailed assessment results on the capacity and experience of investors in the project to build aircraft maintenance area No. 1 at Long Thanh International Airport.
In addition, the Civil Aviation Authority of Vietnam also needs to urgently submit a plan to select investors as a basis for implementing the next steps to ensure compliance with regulations, especially paying attention to the contents stated in the Appraisal Report of the Department of Construction Investment Management.
Previously, the Civil Aviation Authority of Vietnam submitted a document to the Ministry of Transport requesting approval to apply the form of domestic open bidding for the investment project to build aircraft maintenance area No. 1 at Long Thanh International Airport.
According to the leader of the Civil Aviation Authority of Vietnam, this agency has published information announcing the list of investment projects to build aircraft maintenance area No. 1 at Long Thanh International Airport as a basis to determine the number of investors interested and submit application documents to implement the project. The date of posting information announcing the list of projects is September 27, 2022 and the deadline for submitting application documents to implement the project is 2:00 a.m. on October 28, 2022.
Two investors have submitted applications to implement the project, including Vietjet Aviation Joint Stock Company and Vietnam Aircraft Engineering Company Limited (VAECO).
The Bidding Team for selecting investors to implement the Component Project 4 - Long Thanh International Airport Phase 1 (Long Thanh Team) has conducted a preliminary assessment of the investor's capacity and experience. As a result, both investors who submitted their application to implement the project met the preliminary requirements for capacity and experience.
According to the Civil Aviation Authority of Vietnam, according to Circular No. 23/2021/TT-BGTVT of the Ministry of Transport, in case there are two or more investors meeting the preliminary requirements on capacity and experience, the Ministry of Transport shall decide to apply the form of open bidding and assign the Civil Aviation Authority of Vietnam as the inviting party.
"Based on the regulations and list of investors meeting the preliminary requirements on capacity and experience mentioned above, the investment project to build aircraft maintenance area No. 1 at Long Thanh International Airport is subject to the form of domestic open bidding," the leader of the Civil Aviation Authority of Vietnam affirmed.
The Long Thanh International Airport project has a total investment of about 336,630 billion VND, equivalent to more than 16 billion USD when all 3 phases are completed. Phase 1 (from 2021 - 2025) has a total investment of about 112,000 billion VND. This phase will build a 4,000m long, 75m wide runway and a system of taxiways and aircraft parking lots. At the same time, a passenger and cargo terminal with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year; 64 aircraft parking positions and 4,200 parking spaces will be deployed. In addition, a fuel supply station, aircraft maintenance station and supply area will be deployed.
Phase 2 (from 2025 - 2030) will build an additional runway 4,000m long, 75m wide; plus a passenger terminal with a capacity of 50 million passengers/year; 1.5 million tons of cargo/year.
Phase 3 (from 2035 - 2040) will have 4 runways, 4 passenger terminals; capacity of 100 million passengers/year and 5 million tons of cargo/year.
Long Thanh International Airport is being developed on a 5,000-hectare scale, a 4F-class airport (the highest level) according to ICAO (International Civil Aviation Organization) standards. According to ACV's assessment, when put into operation, Long Thanh Airport is expected to receive 80% international passengers (including transit passengers) and 20% domestic passengers. |
