In reality, implementation shows that, in the condition of limited funding, the number of teachers is not enough, along with many schools with degraded facilities, organizing 2 sessions/day teaching in Tay Ninh in the near future will face many difficulties.

Lack of teachers, facilities do not meet requirements
In the 2025-2026 school year, many schools, especially in remote areas in Tay Ninh province, have not yet ensured the conditions for classrooms, functional rooms, boarding areas, teaching equipment and teachers and school staff. Tay Ninh Education Department is in need of recruiting 3,437 teachers and staff.
Even in the central area, some schools are using a row of grade 4 classrooms that were built decades ago. Go Den Secondary School (My Yen commune) has just invested in building and put into use a 3-storey building (12 rooms), and is waiting for the completion of another 3-storey building with 24 rooms. Currently, the school still has a row of grade 4 classrooms with 7 classrooms that was built in 1996. The school's Board of Directors still shares a working room, temporarily divided into small rooms.
According to the school's principal, Nguyen Thanh Dung, the school's facilities do not meet the standards set by Circular 14/VBHN-BGDDT. The school still lacks classrooms, learning support rooms, and auxiliary rooms. The average number of students per class is 40, while the teacher-to-teacher ratio is only 1.23 compared to the regulation of 1.9. Currently, the school is short of 17 teachers, and must sign contracts to teach all subjects. At the same time, there is a lack of equipment and information technology staff, so teachers have to take on multiple jobs, affecting work efficiency, said Mr. Dung.
Despite many difficulties, Go Den Secondary School has still strived to achieve many high achievements in recent school years. In the 2025-2026 school year, the school aims to effectively implement the 2018 General Education Program, helping students develop comprehensive qualities and abilities according to regulations.
According to Mr. Nguyen Thanh Dung, the school combines cultural education with experiential activities, career guidance, physical education and life skills, while also increasing tutoring for weak students and nurturing excellent students. Although the school does not have the conditions to teach 2 official sessions per day, it still tries to ensure the quality of teaching and comprehensive education for students.
At Suoi Ngo Secondary School (Tan Hoa Commune), Principal Nguyen Phi Sang said that the school's biggest current difficulty is the lack of subject teachers and service staff. The school has 13 classes but only 21 teachers, the teacher-to-staff ratio is lower than the regulation of 1.9, and there is a shortage of 4 teachers along with librarian and medical staff, so many teachers have to take on the remaining positions.
According to Mr. Sang, the school's facilities have not yet met national standards level 1, so the implementation of teaching 2 sessions/day will be carried out step by step, focusing first on tutoring weak students and nurturing excellent students in semester II.
Along with preparing the necessary conditions, the school promotes education in ethics, lifestyle, life skills, STEM education, foreign languages and application of information technology in teaching.
“We are gradually applying artificial intelligence (AI) and digital transformation in management and teaching, aiming to improve overall quality,” Mr. Sang emphasized.
Specific guidance on the roadmap, ensuring educational quality
Deputy Director of Tay Ninh Department of Education and Training Nguyen Van Phuoc said that organizing 2 sessions/day is implemented proactively, suitable to the school's conditions, without putting pressure on students.
The Department requires schools to survey students' learning needs, review facilities and teaching staff, determine funding needs; and at the same time develop a suitable lunch and break plan (semi-boarding) to ensure volunteerism and safety.
Educational institutions develop plans to ensure security, order, and traffic safety in front of school gates; food hygiene and safety; fire prevention and fighting; accident and injury prevention; disease and social evil prevention and control.
“We require units to set up suggestion boxes and hotlines to receive and process feedback from teachers, parents and students; promptly correct shortcomings, and ensure a safe and healthy educational environment,” Mr. Phuoc shared.

According to the plan of the Department of Education and Training of Tay Ninh, the roadmap for implementing 2-session/day learning at all levels: Primary school level, in the 2025-2026 school year, 287 schools will organize 2-session/day teaching, reaching 82.23%, striving to reach 90% in 2026-2027; Junior high school level has 50 schools (20%) organizing 2-session/day teaching, striving to reach 30% in 2026-2027; High school level has 11 schools (15%), striving to reach 30% in the 2026-2027 school year.
Tay Ninh Department of Education and Training also requires educational institutions to regularly inspect and evaluate implementation results, propose solutions to improve education quality, overcome the situation of illegal extra teaching and learning, and absolutely not allow overcharging.
Organizing two sessions a day is a policy that is in line with the current trend of educational innovation, helping students to study and practice more comprehensively, reducing the pressure of extra classes outside of school. However, this is also a difficult transition, requiring the consensus and cooperation of local authorities, parents and the whole society.
